Renovation of a municipal facility in Newport, North Carolina. Completed plans call for the renovation of a municipal facility.

Scope of Work: Carteret County Government is soliciting competitive proposals for attic upgrades that consist of replacing sections of insulation and having licensed electricians to assess, identify, repair or replace the existing potentially non-compliant electrical system within the entire attic of the 4,460 Sqft Main House at the Humane Society located at 853 Hibbs Road, Newport, NC 28570. Details are as follows: o The Contractor shall conduct a detailed assessment of the existing electrical system in the attic of the entire Main House. This assessment shall include identification of all areas within the project location that do not meet current electrical code and standards. This assessment will be held by scheduling a site visit with the Carteret County point of contract (POC) listed below. o All non-compliant materials shall be replaced, repaired or protected with new code approved materials, that shall be properly fastened. This shall include but is not limited to, adding and/or replacing outdated, abandoned or non- compliant low and high voltage wiring, protection of existing wiring using code compliant conduit(s), electrical panels, junction boxes, fittings, switches, breakers, fuses, receptacles and any drops fed from the ceiling. o The Contractor shall be responsible for uninstalling and reinstalling any ceiling fixtures in order to access areas above. o The Contractor shall develop and submit a detailed plan for upgrading the electrical system to meet or exceed current codes and standards, post award. o The Contractor shall provide detailed documentation of all work performed including materials used and changes made upon completion. o Disconnects and breakers required to be off for Work to commence shall be scheduled with the POC and downtime shall not exceed two hours per event. o It shall be the Contractors responsibility to coordinate with Carteret-Craven Electric Cooperative for scheduled service disconnection outages that shall commence outside normal business hours, if required. o After the electrical corrections, the Contractor shall remove and dispose of all the blown in insulation and debris above the ceiling in the office areas of the main house, close off any voids or gaps while allowing proper ventilation, and install batt insulation above per code. o It shall be the Contractors responsibility to coordinate with the Carteret County Planning and Inspections Department for proper permits and inspections. Please note, the awarded Contractor will not be charged any fees for this service, therefore it shall not be included with their proposal. o The Contractor shall designate a main point of contact (POC) who shall also serve as the on-site supervisor, responsible for communicating with and providing updates to the County POC listed below, as requested by the County. o Work areas shall be kept clean and tidy at all times. Plastic or drop clothes shall be used to protect areas below the ceiling. Any obstructions moved above, shall be put back in place unless it is clearly debris. All debris shall be hauled off-site after each workday. o If ceiling tiles, ceiling fixtures or the grid system sustain damage in a result of performing work, the Contractor shall replace these items with like kind. o Any damages caused by the Contractor shall be the Contractor's responsibility to fix or replace at the County's discretion. o Schedule of work shall be dictated by the County. o The awarded Contractor shall enter into a Contract with the County. o The Contractor shall obtain the required permits, if required, give all notices to the POC (including a copy of any permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work. Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration given to the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that may occur. Alternate Bid #1: The Contractor shall provide a separate cost in addition to the base bid for applying Closed-cell spray foam insulation with an R-value meeting or exceeding code, while protecting all fixtures, wiring and HVAC equipment from overspray, in lieu of using Batt-insulation. All excess foam shall be removed and cleaned. The Contractor shall verify that ventilation systems function properly post application. Alternate Bid #2: The Contractor shall provide a separate cost in addition to the base bid for applying Open-cell spray foam insulation with an R-value meeting or exceeding code, while protecting all fixtures, wiring and HVAC equipment from overspray, in lieu of using Batt-insulation. All excess foam shall be removed and cleaned. The Contractor shall verify that ventilation systems function properly post application. Certificates of Insurance shall have "Carteret County Government, 302 Courthouse Square, Beaufort, NC 28516" listed as additionally insured, with proposal submission. The Contractor shall unconditionally guarantee materials and workmanship against patent defects arising from faulty materials, faulty workmanship or negligence for a period of twelve (12) months following the final acceptance of the work and shall replace such defective materials or workmanship without cost to the owner. Payment will be made in one lump sum within thirty (30) consecutive days after acceptance of the work and the submission both of notarized contractor's affidavit and four copies of invoices, which are to include the contract, account and job order numbers, if applicable. Please provide your proposal with break outs for labor, materials and tax, if applicable. Failure to abide by the conditions within may result as an incomplete proposal.
