The purpose of this Request for Proposals (RFP) is to solicit bid proposals from qualified firms to provide comprehensive owner's representative and construction management services to PCHC during the design, construction and post-construction phases of its expansion project (hereinafter referred to as the "Project"). At the issuance of this RFP, it is anticipated that the project will include a minimum of 21,500 square feet of new construction and 6,000 square feet of interior renovations, as well as site and utilities improvements. However, based upon an analysis of current and future needs, there is a possibility that the scope of the project wi l increase to approximately 37,000 square feet of new construction, 9,500 square feet of interior renovations, and construction of a new 6,000 square foot maintenance building, as well as site and utilities improvements. The final decision regarding project scope will be made by the Lac du Flambeau Tribal Council and announced pursuant to an Amendment to this RFP. The Amendment will also include information relative to the project budget. The Project is currently in the design phase. Upon completion of the project design, bid documents wil be prepared and a Request for Proposals will be issued for a general contractor for the construction phase. The successful bidder (Owner's Rep) will provide professional project management services aligned to industry standards with respect to design, engineering, project scope, schedule and budget management, cost estimating, stakeholder management, communication, risk management and mitigation, and quality management and contract enforcement. The Owner's Rep wil serve as the principal point of contact for PCHC, and liaison between PCHC, the Architect, the General Contractor, testing agencies, utility companies, and other consultants, contractors and vendors throughout the Project. The Owner's Rep will provide day-to-day construction oversight and will be responsible for monitoring progress on all aspects of the Project in every phase to ensure that the Project is completed at the lowest possible cost and highest degree of functionality and quality. The Owner's Rep will also assist PCHC in coordinating and managing a program for the direct purchase of materials by the Tribe to take advantage of the Tribe's tax-exempt status. PCHC will provide to the Owner's Rep a work/office space onsite at no cost to Owner's Rep. Proposers must be able to show that they are capable of performing the services requested. Such evidence includes, but is not limited to, the respondent's demonstrated competency and experience in delivering services of a similar scope and type and local availability of the proposer's personnel. It is anticipated that this RFP will result in a single contract being awarded to a firm or individual insured and authorized to conduct business in the State of Wisconsin, with proven experience and demonstrated ability to meet the specific requirements set forth in this RFP. All work must be performed to the satisfaction of PCHC and in compliance with the specifications, Scope of Services and conditions set forth in this RFP and the contract entered into by and between the parties. The successful bidder (Owner's Rep) will be expected and required to adhere to every term of this RFP and the contract between the parties and perform the required functions with expertise, knowledge and competence with minimal monitoring by PCHC. This RFP does not commit PCHC to accept any proposal submitted. PCHC reserves without limitation the right to reject any or all bids; the right to accept or reject any or all items in any proposal; and the right to accept or reject all incomplete, nonconforming, nonresponsive, unbalanced, obscure, or conditional bids, or bids which contain additions not called for, erasures, alterations, or irregularities of any kind, or which do not comply with the instructions to bidders set forth throughout this RFP. The lowest bidder may not be the successful bidder. PCHC reserves the right to select the bidder whose proposal and qualifications are most advantageous to PCHC. PCHC reserves the right to negotiate with any and all bidders any and all parts of the proposals received, including, but not limited to, cost, scope of work, and other relevant details and to accept the proposal most advantageous to, and in the best interest of, PCHC. PCHC is not responsible for any costs incurred by the respondents in the preparation of responses to this RFP. The terms "proposer," "vendor," "bidder," and "respondent" are used interchangeably throughout this RFP and are intended to refer to a person or entity submitting, or intending to submit, a proposal in response to this RFP.
