This Project involves essential upgrades and maintenance for wastewater treatment facilities (WWTF), lift stations, and the Delft Colony drinking water system. The work is focused on modernizing infrastructure, improving operational efficiency, and ensuring long-term service reliability for the affected communities. Wastewater Treatment Facilities - Zone of Benefits At the wastewater treatment facilities for Delft Colony, Tooleville, and Traver, the Project will include site clearing, treatment pond dewatering, and sludge removal. Old aerators will be replaced, and the WWTF supply water systems will be rehabilitated. Hydro jetting and vacuuming of the sewer collection systems and lift stations will be conducted, along with the installation of new lift pumps and lift station monitors. Sewer line video inspections will also be carried out to assess system conditions. Wastewater Treatment Facilities - Terra Bella Sewer Work at the Terra Bella Wastewater Treatment Plant (WWTP) involves site clearing, grubbing, and tree removal, as well as disposal pond discing, treatment pond dewatering, and sludge removal. Four existing aerators will be replaced to improve treatment efficiency. Additionally, control cabinets will be cleaned and painted to extend their longevity. Hydro jetting and vacuuming of both the sewer collection system and the lift station will be performed to clear blockages and enhance flow. Temporary handling of sewer flows will ensure continuous service during the upgrades. Existing lift pumps will be removed and replaced, along with the installation of a new pump station check valve for increased operational efficiency. A sewer line video inspection will be conducted to assess the condition of the system and identify any areas needing further attention. Lift Stations For the lift stations at El Rancho, Seville, Yettem, and Wells Tract, the Project involves force main cleaning, hydro jetting, and vacuuming of sewer collection systems and lift stations. Lift pumps and check valves will be replaced, and sewer line video inspections will be performed. Lift station monitors will be installed for enhanced monitoring, and control cabinets will be cleaned and painted. Odor control systems, will be installed or upgraded where required. Delft Colony Drinking Water System - Work to be done at the Delft Colony drinking water system include well site clearing, valve exercising, and fire hydrant flushing. New well pumps, chlorine feed systems, and hydro tank air controllers will be installed. The water storage tank at Well Site 2 will undergo inspection, cleaning, and repaired where needed. Tank level monitors will be added, and booster pumps will be replaced to ensure reliable water distribution throughout the system. Each bid shall be submitted individually on the Bid Forms that are provided in the Specifications along with accompanying documents and a Cashier's Check or Bid Bond for not less than ten percent (10%) of the total amount of the bid, sealed in an envelope marked with the bidder's name and business address, Project title and the scheduled time and date of the bid opening. It is the bidder's responsibility to print the necessary pages required for the bid. The Project is to be completed within 300 calendar days from the date to be established in the "NOTICE TO PROCEED". The Agreement includes provisions for Liquidated Damages if the Project is not timely completed. The successful Bidder shall possess a Class "A" California Contractor's License at the time the bid is submitted and maintain that license until the Project is completed. The successful Bidder shall furnish the bonds, insurance policies and certificates, specified in the Instructions to Bidders and General Conditions. After the time set for opening of bids, no bid may be withdrawn for a period of sixty (60) days. The Board of Supervisors reserves the right to deem a bid non-responsive for any information crossed out from the bid packet including information completed by a manufacturer.
