City of Elmendorf (Owner) is Requesting Bids for the Construction of the Following Project: 2024 WWTF UV Disinfection Upgrades Project. The Project includes the following Work: Supply and installation of UV system upgrades at the City's WWTF as specified herein. The Project has an expected duration of 60 days. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Instructions to Bidders. The City of Elmendorf reserves the right to reject any or all bids. Furnish all labor, materials, equipment and incidentalsrequired to rehabilitate the existing UV disinfection system at the site, including electrical, automation for remote control of the system and metering systems. B. Furnish all labor, materials, equipment and incidentals required to provide a redundant system to the existing UV disinfection system at the site, including electrical and metering systems. Current System review The system is made up of 1 Channel of water flow 2 Banks per channel 3 modules per Bank 2 lamps per Module Total 12 lamps The concerns of the current system include: o Control panel does not work o UV Intensity does not report o System does not perform based on flow o Compliance standards are not met o Module controls are beyond life o Channel is in good condition o Module frames are in good condition Base bid includes upgrading the existing system at the site to TCEQ and EPA standards. The alternate bid is to prepare, rehab and install the second train (Owner supplied) at the site. Proposed System The proposed system will include the following: Modules o UV Lamps upgraded. o UV Lamp connection upgraded. o Quartz upgraded. o Oring seals upgraded. o Electronics protected from heat and water in control panel o Electrical connections at module connections upgraded Metering o UV System to use K-tech control system compliant with EPA 40-CRF 122-124 o UV System to use K-tech control system compliant with TCEQ standards, rule 317.6 o K-tech control panel to show all lamp conditions of each module, UV intensity of each UV Bank, as well state compliant alarms and reporting o K-tech control system to be used to record system alarms and service performance o K-tech controller to manage both channel 1 existing system and channel 2 future system o UV sensor installed on module #2 of each bank of each channel o Flow meter signal interface to existing site flow meter o UVT Meter - ready. The meter is not included but the control system will be ready for this o SCADA ready - the system will be prepared to send signals out for remote control Control Cabinet o All new electronics o PLC/HMI based system o All ballast in central control cabinet o All electronics in cabinet o Air-conditioned cabinet for heat, humidity, rain/wet environment o All equipment shall be as stated or Engineer approved equal.
