Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Bidder shall furnish all labor, insurance, equipment, materials and power for the complete performance of this project as follows: Reconstruct Edsall Avenue from Pontiac Street to Reynolds Street. This project will involve removing the existing street and reconstructing this entire stretch of Edsall Avenue in asphalt with curb and gutter on both sides. This project will also involve sidewalk repairs and new sidewalk where there is none. ADA compliant curb ramps will be constructed, and new storm infrastructure will be installed including subsurface drainage underneath the curb line. Existing street lights will be replaced with newer street lights. No bid will be accepted from, or contract awarded to any person, firm, or corporation that is in arrears to the City, upon any debt or contract, or who has failed to execute, in whole or in part in a satisfactory manner, any contract with the City; or, who is a defaulter as to surety or otherwise, upon any obligation to the City. No bid may be withdrawn after the scheduled time for receipt of bids for at least ninety (90) days to allow review of bids before announcing award of contract. The successful bidder may be required to furnish a satisfactory Labor and Material Payment Bond and Performance Bond each in the amount no less than one hundred (100%) percent of the contract price. The Board reserves the right to reject any and all bids for failure to comply with applicable laws and/or with the Instructions to Bidders. The Board also reserves the right to waive any defect in any bid. EBE GOALS – The City’s goal for qualified Emerging Business Enterprise (E.B.E), as subcontractors on this project is ten percent (10%) of the contract amount.
