Sealed competitive bid proposals will be received by the Construction Manager for Garfield County for furnishing all necessary constructions, labor, materials and equipment for the Garfield County Courthouse 3rd Floor Renovation. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays before the final time set for receipt of bids, as well as bids received after the final time set for receipt of bids, will not be considered and will be returned unopened. Bid proposals received will be summarized and presented to the Garfield County Commissioners at their scheduled meeting, located at the Garfield County Courthouse Board Room at 114 W. Broadway; Enid, Oklahoma. It is the intent of Garfield County to award and execute the contract(s) for construction at this meeting. All Contractors for the above listed work shall prepare and submit to the Construction Manager, Pre-Qualification Statement showing evidence that the Contractor has successfully completed work on projects of similar size and scope. Contractor's PreQualification Statement shall list past projects, owners, architects and engineers with contact persons and telephone numbers. Business Relationships Affidavit, Non-Collusion Affidavit and cashiers check, certified check, Surety Bid Bond, or an irrevocable letter of credit in the amount of five percent (5%) of the gross amount of the base bid as a guaranty shall accompany the sealed proposal of each bidder. The Owner reserves the right to reject any or all bids. No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof. The successful bidders will be required to submit statutory Payment, Performance, Defect and Maintenance Bonds, or Letters of Credit in lieu of those bonds, proof of liability and workers' compensation insurance, prior to commencing work on the project. For purposes of your bid, do not include any local or state sales tax. The Owner will appoint the successful bidder its agent for the purpose of receiving tax exempt status on purchase of materials for this Contract only.
