Warren County Term Bids - Road Repairs and Construction Services A. Asphalt Base Repair and Resurfacing (ASP) B Pavement Marking, (Paintand Thermoplastic) (PM) C. Erosion Control (EC) D. Construction Services (CS) The above general outline of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all parts, labor, equipment, and materials required by the specifications referred to therein. The purpose of this bid solicitation is to establish term contractswith multiple contractors (up to3 contractors per bid schedule)that can be used for varioustypes of small repair projectsfor Warren County Roads andRoadside Development, on anas-needed basis, by issuedindividual Work Orders. TheOwner or their representativeshall solicit quotes for each future Work Order from each ofthe Contractors who submittedand were awarded successfulresponsive bids on this TermBid Contract. In selecting a particular awarded Contractor for a particular Work Order the Owner or their representative shallconsider pricing, quality of performance, responsiveness, andavailability of the awarded Contractors to perform the specific scopes of work outlined whenissuing Work Orders. Quantitiesreferenced in the Specificationsare for comparison purposes only and do not reflect anyparticular work order/project. Quantities and contract time for each work order/project shall be determined by the Engineer. The term of this bid shall be for one (1) calendar year from thedate of the award by the Board of Supervisors. Bidders must be qualified underMississippi State law and possess a Certificate of Responsibility issued by the MississippiState Board of Public Contractors in a classification such as(a) Highway, Street and BridgeConstruction, (b) Municipal andPublic Works Construction, (c)Excavation, Grading & Drainage or another closely relatedclassification. Some projectsunder this term bid are expected to exceed $50,000, thereforethe Certificate of ResponsibilityNumber shall be written on theoutside of the sealed bid envelope. For electronic bids, theCOR information must be submitted as the first page of thePDF attachment with the electronic bid submittal. Mississippi has a reciprocalpreference law and MississippiCode 31-3-21 requires that acopy of any non-resident bidder's current state law pertaining to its treatment of non-resident contractors be submitted atthe time the bid is submitted, orthat bid shall not be consideredfurther. Any preference an outof state bidder would have hadin his home state shall be applied in a reciprocal manner. Allbids shall be in compliance withand subject to the guidelinesand requirements of MississippiCode of 1972 as annotated andamended. Any repair projectsawarded under this term bidshall be in accordance with thelatest edition of the Mississippi Standard Specifications forRoad and Bridge Construction. Each bidder must deposit withhis bid a Bid Bond or CertifiedCheck in an amount equal to$1,000.00 payable to WarrenCounty as bid security. Thesuccessful bidder shall furnisha Proof of Insurance, alongwith Performance and Payment Bonds in the amount of100% of the contract amountawarded for projects in excessof $25,000. Attorneys-in-factwho sign Bid Bonds or PaymentBonds and Performance Bondsmust file with each bond a certified and effective dated copyof their Power of Attorney. Bidders shall also submit a currentfinancial statement if requestedby Warren County Board of Supervisors. The Warren County Boardof Supervisors reserves theright to determine responsiblebidders, responsive bids, thelowest and best bid, reject anyand all bids, award to multiplebidders believed most advantageous to Warren County, andto waive any informalities in thebids and bidding process.
