Renovation of a mixed-use development in San Francisco, California. Conceptual plans call for the renovation of a medical facility.
This is a SOURCES SOUGHT announcement; a market survey for information only, and to be used preliminary for planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers San Francisco District has been tasked to solicit and award a contract to seismically retrofit and renovate Building 1 (see attached map). Building 1 contains a mix of offices and out-patient services, consisting of a basement plus three, above-grade floors totaling approximately 41,133 square feet. Building 1 will assume a new function as a clinical support building, alleviating congestion in Buildings 200 and 203. Building 1 is also a historic structure that is within and considered a contributing element of the SFVAMC National Historic District. The Government is seeking feedback from interested parties as well as all other companies who would be interested in this project. Working with our federal partners, we are seeking feedback on a potential Design-Build (DB) contract. All feedback received from this notice will assist the Government on future acquisition strategies for this and other phases of the project. The estimated construction price range for this project is between $100,000,000 and $250,000,000. The North American Industry Classification System code for this procurement is 236220 Commercial and Institutional Building Construction which has a small business size standard of $45 Million. Product Service Code Z2DZ - Repair or Alteration of Other Hospital Buildings SFVAMC BUILDING 1 - PROJECT SCOPE: Seismic retrofit and renovation, alterations, roads, walks, grading, drainage, site preparation, selective demolition, fire suppression, architectural, structural, mechanical, electrical, clinical equipment, utility systems, elevators, telecommunications, and associated work. Removal of all interior finishes and systems including existing asbestos containing materials and lead-based paint. Achieving LEED silver certification, or better, upon completion of construction Protection of existing adjacent structures, utilities, and walkways near the vicinity of this work. Removal and legal disposal of all unwanted materials and debris generated during the execution of this work. Materials removed from the project site shall be hauled to a disposal site selected by the Contractor. Demolition of all hazardous waste materials, including but not limited to ACM, ACCM, and LBP must be logged, bagged, labeled, and disposed of in an approved hazardous waste disposal site. MINIMUM REQUIRED CONSTRUCTION CAPABILITIES FOR THIS PROJECT: Demonstrated experience within the last 10 years providing seismic retrofit and renovation work for medical centers that include, but are not limited to, administrative, surgical, intensive care, pharmaceutical, nuclear medicine, specialty care, and radiological services. Previous team experience (i.e. JV, mentor/protege, prime/sub) working together as a team with demonstrated successful experience delivering an office building of the size, type and magnitude indicated for this project. Experience in Federal projects is preferred. Previous experience delivering LEED Silver facilities and familiarity with LEED reporting requirements, construction processes & practices necessary to obtain Certification. Experience integrating construction processes with 3rd party commissioning efforts, ICC inspections and complying with findings. Experience working in congested area (within a functioning facility) to include coordinating pedestrian and vehicular access while construction is ongoing. Prior Government contract work is not required for submitting a response under this RFI. However, familiarity with and previous experience delivering Federal projects and following U.S. Army Corps of Engineers processes and requirements is preferred. ACQUISITION STRATEGY CHANGE (DBB TO DB) The government is assessing the feasibility of changing this project's acquisition strategy from a Design-Bid-Build (DBB) to DB. This discussion has resulted in a need for marketplace engagement to better understand interest, experiences, and challenges. The Government intends to advertise this project under a competitive two (2) step best value trade-off procurement, utilizing a cost limitation for the overall design/construction. Under this hypothetical procurement, the 1st step (or phase) would consist of the Government requiring interested companies to submit qualifications for evaluation, demonstrating adequate experience and capability (with no pricing or design work required). After evaluation of the 1st phase, the Government would give notice to the firms that were selected to participate in the 2nd step of the procurement step or phase. The Government will notify those companies who were not selected accordingly. In the 2nd step of the procurement, offerors would be required to submit pricing and a conceptual design (based on minimum performance specifications), which would need to be within the projects overall cost limitation. The Government would evaluate the proposed designs, trading off price for betterments and added utility/functionality. Please note, the evaluation criteria has not been determined; and is subject to industry feedback. The Government would anticipate this procurement taking between 6-12 months, with a multitude of influencing factors that would increase or decrease the amount of time to award a contract. Offerors would be required to provide a bid guarantee. With these conditions, we would like to hear from you company, specifically addressing the following questions: Would your firm be interested in a Design-Build acquisition strategy utilizing a competitive 2-step trade-off procurement If yes to #1, what are your concerns Please be specific, and identify concerns that would impact your decision to participate in this procurement If no to #1, please provided few of you primary reasons If possible, provide a short detail. Does your company have experience in Design-Build projects If so, please provide your experience in the last 5 years. Please include the project title, scope, location, customer, contract amount, award date, and completion date. Please provide no more than 3 contracts. Will the requirement for a conceptual design submission in the 2nd step of the procurement with a total project cost limitation be challenging (all things considered) Please submit your concerns and experience with this. What are some best practices from your company's perspective that will help the Government prepare a DB procurement Will you attend an open house to discuss this project and DB procurement RESPONSE CONTENT TO THIS SOURCE SOUGHT SYNOPSIS; Company name, address, point of contact, phone, e-mail, and website (if applicable). Firm size Examples of same or similar work performed in the past 10 years, of same or similar magnitude and complexity. Provide a brief description of the project to include facility name and location, contract type, contract number, technical description, dollar value of the project, period of performance, customer name along with the current point of contact, telephone number and email, whether the firm worked as a prime or subcontractor, as part of a teaming partner, JV partner, or Mentor/Protege program. Firm's Joint Venture (existing), including Mentor Proteges and teaming arrangement information if applicable. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Interested Firm's should be able to demonstrate bonding capacity well within the estimated construction range listed above Based on the feedback we receive, we will seek to hold an open house at our San Francisco location in the weeks ahead, providing a forum between Government stakeholders and interested companies. We will update this notice and contact companies that provide a response, with the open house date/time. Interested firms shall respond to this Sources Sought Synopsis no later than 02 Dec 2024, 2:00PM PST. All interested firms must be registered in SAM to be eligible for award of Government contract.
