Architect-Engineer Title I and Title II Services for Aircraft Hangar 225 Renovation at Hill AFB, Salt Lake City, Utah The Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (ESS) and Air Force Civil Engineer Center (AFCEC), is seeking availability of SMALL BUSINESS firms that have experience providing Architect-Engineering (A/E) Title I and Title II services for major renovations to aircraft hangars to include structural support systems and interior office spaces at UNITED STATES Department of Defense installations within the United States or its territories, with a preference for Air Force facilities. The purpose of this sources sought is to locate firms that are EXPERIENCED with multidiscipline renovation design services of aircraft hangars, and providing Title II support during the construction process. Particularly, AFICC and AFCEC are seeking SMALL BUSINESS firms familiar with the unique requirements imposed by UFCs 4-211-01, 3-301-01, NIST GCR 11-917-12, Standards of Seismic Safety for Existing Federally Owned and Leased Buildings - ICSSC Recommended Practice 8 (RP 8). In addition, firms are desired to have experience with applicable Air Force Facility criteria/instructions related to Hangar and Office Space Renovations. As a result of this sources sought, the Air Force intends to solicit an Indefinite Delivery Indefinite Quantity SINGLE Award Contract (SATOC) for multiple phases of design to be issued on separate Task Orders (PCR, 35% Design, Issued For Construction 100% Design, and Title II services) for Hangar 225 at Hill Air Force Base. The anticipated Ordering Period is a Base Period of Five Years and potentially an Option Period of 2-5 years, with an estimated Contract Ceiling of $25M-$35M. AFICC/772 ESS intends to solicit (synopsize) and award a Firm Fixed Price (FFP) contract for Architect-Engineering Title I and Title II Services. AFICC/772 ESS is projecting the Title I and Title II services (Task Orders) associated, with effort to vary in size depending on the phase (scope) of work. PCR's and Title II efforts will be smaller in value, with IFC design fees potentially exceeding $5,000,000 due to the magnitude of construction efforts associated with the project. Accordingly, the Air Force must ensure it awards to AE firms capable of designing and managing a project of this complexity and value. Further, AE Firms that execute the hangar and office space renovation design will also be expected to perform Title II services, including full-time on-site construction inspection services, during construction. The unique design requirements for this project include seismic retrofit of the existing superstructure, demolishing and reconstructing multi-level interior hangar office spaces due to extensive structural modifications to the facility's superstructure. Additionally, egress travel will need to be considered for the hangar bays under construction, and with the aircraft hangar being partially occupied, it is essential to maintain code-compliant egress throughout all construction phases for the entire facility, highlighting the significant challenges associated with this effort. To ensure the Most Highly Qualified firms are selected in any resultant synopsis/solicitation, we are only seeking interest from firms experienced with renovations of aircraft hangars and multi-floor office retrofit design (and Title II) services at DoD locations where significant structural upgrades were required. Additional experiential requirements are found in the Responses to Sources Sought section. This sources sought shall not be construed as a formal solicitation or as an obligation on the part of the Government to acquire any products or services. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and provided at no cost to the Government. A synopsis will be executed and posted separately at a future date and is estimated to occur in the second quarter of FY25. SMALL BUSINESS: The NAICS code for this work is 541330 - Engineering Services with a Small Business size standard of $25.5M The Government will evaluate responses to sources sought and determine if a Small Business (SB) set-aside or any of the targeted socio-economic programs (HUB Zone, 8(a) Small Business, Service Disabled Veteran Owned Small Business, or Women Owned Small Business), is appropriate for this FFP contract. Therefore, AFICC/772 ESS is seeking input from industry to assist in establishing the most logical acquisition strategy. FAR 52.219-14 requires the Prime Contractor to perform 50% of the work. If this contract synopsis/solicitation is 100% set aside for Small Business, similarly situated entities (i.e. other Small Businesses) can team with the SB Prime Offeror to ensure the 50% minimum self-performance is met. SCOPE OF WORK: This requirement supports the Title I, Title II and Other A-E Services involved with the restoration, renovation, sustainment, and/or modernization (FSRM) of Aircraft Hangar 225 at Hill AFB. Project requirements will include facility sustainment, repair, modernization, demolition, and/or additions to the existing aircraft hangar. This project may include design of furniture, fixtures, equipment (FF&E), temporary facilities, seismic structural assessment and retrofit, preservation of historic features, and design/planning of phased and sequenced construction. The project may also include alterations or additions to pavement or physical building access, including but not limited to parking, fencing, sidewalks, access roads, and driveways. Scope of work may include site drainage, utilities repair and installation, or other A-E services such as studies, investigations, programming and planning services as needed to provide a complete and useable facility. Work may also include development of conceptual construction schedules and cost estimating services. AE Firms that execute the hangar renovation design will also be expected to perform Title II construction phase services, to include full-time on-site construction inspection, during construction. Critical design elements of this project include: A) This project requires the design to retrofit existing structural components to meet seismic codes and support the new roof. Experience with 3D modeling for clash detection during the design process is essential to ensure the design can be effectively constructed in the field. B) The construction element of this project will be performed concurrently with active depot maintenance activities for F-35 and F-16 aircraft. Specifically, an estimated $3B worth of aircraft weapon systems is actively being modernized at any given point in time. This task order will require phased construction work within active operational areas where sensitive weapon system platforms are being utilized, and thus the design will require appropriate phasing/sequencing. Furthermore, AE efforts will require designing unique temporary partitioned wall systems to separate active maintenance work locations from construction areas, to include appropriate design to account for interior wind loads, with the intent of protecting existing aircraft and other equipment within the hangar. C) The facility currently has a utility trench with underground electrical work, accessible via metal covers. However, the enclosed electrical circuitry is undocumented regarding its source and endpoint locations. Therefore, experience in electrical forensic investigation is necessary to identify the origins and endpoints of various electrical systems, which will inform the design of new electrical systems. D) The facility was constructed in 1941 and is currently on the Historic registry. As such, experience working with Historic Facilities and Cultural Resource Managers will be required. E) Hazardous materials are present. Experience identifying environmental and health hazards, as well as abatement plan development will be required. F) The facility currently has C-130 depo maintenance structures installed with the facility to include various working platforms, electrical circuitry, compressed air systems, gas radiant heating systems, fall protection systems and various other unutilized systems / components. Some of the elements will be demolished while other components will be reused. Experience designing a plan to identify, deconstruct, protect, track and store reused facility elements is required. G) The facility features newly constructed internal office space that the new office area will need to integrate with. Experience in designing office spaces specifically for aircraft maintenance operations, including effective methods for incorporating new office space alongside existing office space is required. H) Experience with Title II support for construction projects that include the above elements and valued greater than $100M is required. RESPONSE TO SOURCES SOUGHT Contractors experienced with Title I (Design) and Title II (Construction Management Oversight) of Air Force Hangar Roofing Systems and Multi-Floor Office Space FSRM requirements are requested to provide the following information: QUESTIONNAIRE: Complete the short Excel questionnaire in Attachment 1. OVERVIEW: In ONE page or less, provide a general summary/outline of your organization, to include the types of facilities you design, highlighting any experience with renovations and modernization of existing Aircraft Hangars, Multi-Floor Office Spaces, and historical facilities. Hangar Designs with Office Space design renovation included in the design is preferred. Highlight any experience at Hill AFB. Describe the design efforts (engineering disciplines) performed specifically by your firm. Also identify any teaming partners and the design work they performed, and if you would use them on the resulting contract. Please do not provide design of NEW facilities. Design experience to renovate existing facilities is imperative. Generally, describe whether the team members that executed the Air Force Hangar Renovation and Multi-Floor Office Space Renovation projects are still employed by your firm (and/or teaming partners). Air Force Hangar Renovations and Multi-Floor Office Space: Using the outline in Attachment 3, describe your firm's experience performing Hangar Renovations and Multi-Floor Office Space Renovation/Repair Title I and Title II Services within the last 10 years. * Do not exceed 5 pages, 12 font, single spaced in either Microsoft Word or Adobe Acrobat. * Complete the basic project information identified in the Attachment 2 outline: Using the Critical Design Elements for this project as reference (described above), submit UP TO THREE project descriptions (not to exceed one page each) for any Hangar Renovations and Multi-Floor Office Space Design Projects that your firm has completed in the last 10 years, that are similar in dollar value, scope, and complexity to this project. Please do not provide design of new facilities. Design experience to renovate existing facilities is imperative. Air Force Facilities are preferred, but we will consider other DoD Hangar/Vertical Facilities as well. Among the three maximum projects, include at least one hangar renovation design and at least one multi-floor office space renovation design. An ideal project would be for an Air Force hangar renovation that includes multi-floor office renovation design; however, other DoD Hangar designs and/or individual projects with multi-floor office space renovation design are acceptable. Highlight any phasing/sequential work that was included in the design, to include any experience designing around occupied facilities that allowed continuance of (aircraft maintenance) operations during construction. Projects should include multi-disciplinary design services, such as: architectural, interior design, fire protection engineering, mechanical engineering, structural engineering, electrical engineering, communications systems design, civil engineering, cost estimating services, and roofing. Include project title, location, performance dates, design award value, construction values, etc. These can be for Design-Build conceptual designs or development of all design submittals up to Issue for Construction (IFC) 100%, in either a Design-Build or Design-Bid-Build process. Submit at least ONE project description of a Title II project where your firm provided both on-site oversight of construction, as well as full reach-back support for the review of construction contractor administrative (Div 01) and technical/material submittals. The ideal Title II project would be supporting a multi-disciplinary construction project of a Hangar facility (or of lesser preference, another vertical facility) over $100M (the larger the project, the more desirable). Do not exceed ONE PAGE for the entirety of your large-scale Title II project experience. * When describing projects, identify what portion of the work was performed organically/in-house by YOUR firm, and what portions of work were completed by a teaming partner or subcontractor. Identify each of the specific design disciplines and other A-E services required, associating each design role with the firm performing it, and reporting percentage of overall effort by cost for each participating firm, including JV entities, subcontractors, teaming partners.
