The City of Bismarck (City) Public Works Service Operations is soliciting proposals from experienced gas capture developers, to develop, invest, install, maintain, and operate equipment to capture, clean and refine landfill gas (LFG) and sell the gas onto the open market as a renewable energy source or utilize for a close project while still compensating the City for its gas. The Bismarck Landfill is owned and operated by the City of Bismarck and is located on approximately 500 acres in portions of Section 25, Township 139 North, Range 80 West and Section 30, Township 139 North, Range 79 West; Burleigh County, North Dakota. The site began receiving waste in 1961 and operates under North Dakota Solid Waste Management Facility Permit SW-017. The City is interested in capturing and utilizing the Landfill gas generated at the Bismarck Landfill. The City aims to reduce environmental impacts while creating local jobs and generating revenue for the landfill operations through this project. The responses to this RFP will allow the City to evaluate qualified developers interested in this project. Between the years of 2000 and 2023, the Bismarck landfill took in a little over 2 million tons of household waste (Excluding Building Materials & Trees). Over the last 10 years, the Bismarck landfill has averaged 104,000 tons of household waste on an annual basis. The City is looking for a qualified developer to form a partnership with the City to maximize the value of the Landfill Gas generated by the landfill. The City aims to achieve the following: o Reduce greenhouse emissions by capturing methane emissions. o Create local jobs. o Create a consistent revenue stream for the Landfill. o Become a regional injection point into a properly permitted Transportation Pipeline for renewable gas. The following are the anticipated responsibilities of both the City and Developer. The intention is for the developer to pay for all the upfront costs of the analysis, permitting, construction, gas capture, cleaning, compression, and injection into a properly permitted transportation pipeline or build a permitted gathering line to a near use for the gas. The City would then receive a percentage of the sales of the renewable gas sales. Written proposals shall address the firm's experience and ability to perform the defined services in a timely manner. Written proposals shall be limited to a maximum of 20 single-sided pages on standard letter (8-1/2X11) paper using size 12 font. Primary items for consideration will be, but not limited to, the firms: 1. Experience and performance of the firm and proposed team on similar type and size projects. 2. Technical capabilities of the firm and proposed team. 3. Understanding of project and proposed work approach. 4. Knowledge of required regulations and/or permits. 5. Experience working with North Dakota impacted regulatory departments, such as: Department of Environmental Quality, Public Service Commission, North Dakota Pipeline Authority, and others. 6. Ability to respond in a timely manner. 7. Availability of qualified personnel. 8. Experience with similar types of projects. 9. The percentage of sales shared with the City and/or up-front fees proposed to be paid to the City, with projections for total revenues to the City. The successful firm will be selected based upon Statements of Qualification. A selection committee will rank the proposals and recommend a single firm to the Board of City Commissioners. A detailed scope of work will then be developed as agreed upon by both the City and successful firm. Failure to reach an agreement acceptable to the City of Bismarck will result in negotiation with the second most qualified firm. A professional services agreement will be executed with a single firm. The City reserves the right to reject any or all proposals or inquiries, waive any informality in the process or to accept any response it may deem in the best interest of the City. The City reserves the right to negotiate the inclusion of or removal of specific items in the proposal that benefit the City.
