This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035 Phase I and/or II engineering services are required for various projects in District Eight. Phase I work, if required, may consist of conducting route surveys, geotechnical analyses, hydraulic survey/analysis, geometric studies, and reviews, preparing Bridge Condition Reports, Hydraulic Reports, Structure Geotechnical Reports, Type, Size and Location (TS&L) plans, Intersection Design Studies (IDSs), Value Engineering studies, Right of Way information, and Project Reports (Categorical Exclusion projects only). This work may include data collection, cost estimates, traffic management analysis, crash analysis, development of alternative alignments, preparing environmental and hazardous waste documents, infrared testing of bridge decks, and all other related work required to produce the necessary Phase I documents and reports. This work could include amending or updating existing Project Reports. Phase II engineering services may also include work associated with the complete preparation of plans, special provisions, and estimates for highway lighting, high mast light towers, traffic signals, intelligent transportation system engineering services for plan development or review for other needs of the Bureau of Operations (ITS) projects, contract maintenance plans, emergency contract plans, safety evaluations, and/or tasks associated with the permit application process throughout District Eight. The proposed projects may consist of installation of new high mast light towers, replacement highway lighting facilities, new traffic signals, modification and modernization of existing traffic signals, ITS systems, system interconnect design, emergency contract plans, contract maintenance plans, or other plan needs. Work may include the review of plans, special provisions, and contract documents which may relate to electrical, lighting, and traffic signal work as well as site inspections, field measurements, performing all design functions and calculations, including time space diagrams where traffic signals are to be interconnected, the analysis of field problems, and site visits. Lighting oversight and lighting design by the same Consultant or one of their subconsultants on the same project are prohibited. Other Phase II work, if required, may consist of conducting route surveys, land surveys, hydraulic analyses, geometric studies, traffic signal plans, detector loop replacement plans, structure plans, roadway plans, and any other related work required to complete plans, specifications, and estimates as necessary. The various proposed projects may consist of ADA improvement plans, simple roadway patching and resurfacing, bridge repair, bridge rehabilitation, bridge replacement, roadway widening and resurfacing and/or new roadway projects. The estimated engineering fee for this project is $1,500,000. The completion date for this contract will be 60 months after authorization to proceed.
