Renovation of a military facility in Bay Pines, Florida. Completed plans call for the renovation of a military facility.
See attached Invitation for Bids (IFB) solicitation [Document Number 36C10D25B0002_2] posted on November 30, 2024. Refer to the Bidding Material Information in Section L.1 on Pages 75-76 of this IFB solicitation. Refer to the Bidder Instructions in Section L.2 on Pages 76-80 of this IFB solicitation. Refer to the Bid Submission Package Checklist in Section L.3 on Pages 80-81 of this IFB solicitation. Contractor shall provide all labor, transportation, materials, apparatus, tools, equipment, services, and supervision necessary to perform the Atrium Skylight Panel Replacement project at the St. Petersburg, Florida, Veterans Affairs Regional Office (VARO). This project shall be performed and completed in accordance with the attached Statement of Work. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the magnitude of construction is between $500,000.00 and $1,000,000.00. The North American Industry Classification System (NAICS) Code for this project is 238160 with a small business size standard of $19 million. In accordance with Public Law (P.L.) 109-461, this acquisition is a total set-aside (100%) for Service-Disabled VeteranOwned Small Businesses (SDVOSBs). Refer to Veterans Affairs Acquisition Regulation (VAAR) 852.219-73 for information and requirements concerning SDVOSB consideration and classification. Bidders must be both visible and verified by the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) database at the time of bid submission and at the time of award. Failure to be verified by SBA VetCert before contract award will result in the bidder being ineligible for award. Furthermore, bidders shall be registered in the System for Award Management (SAM) under FAR 52.204-7 at the time of bid opening and remain registered for the duration of contract performance. Bidders must also be registered for the current reporting year with VETS-4212. A Pre-Bid Site Visit will be held on Tuesday, December 10, 2024 at 11:00 am EST. Participants shall meet the Contracting Officer's Representatives (CORs), Loretta Lynch and William Reber, in the sitting area behind security upon entering Building 46 at the St. Petersburg VARO. This Pre-Bid Site Visit will be the ONLY opportunity for potential bidders to visit the site. Requests of a technical nature also known as Requests for Information (RFIs) must be provided in writing and shall be submitted by the prospective bidders only through e-mail to Dirk.Kelley@va.gov. Oral questions will not be accepted. The e-mail subject line for RFIs must read as follows: "Atrium Skylight Panel Replacement (317) - Requests for Information". Any RFIs should be submitted on the attached RFI Form template. RFIs shall be received on or before Monday, December 16, 2024 by 3:00 pm EST. No late RFIs will be accepted or considered. All prospective bidders are responsible for monitoring and downloading any Amendments to this Invitation for Bid (IFB) solicitation that will only be posted through Contract Opportunities on SAM. Refer to the provisions and clauses of this IFB solicitation that address the Pre-Bid Site Visit and Technical Questions (RFIs). Also, refer to Section L of this IFB solicitation that contains the Bidding Materials and Bid Instructions. A teleconference will be held on the bid opening date. Bids will be publicly read aloud. A conference line will be posted via an Amendment to this IFB solicitation approximately seven (7) calendar days before the bid submission date. Offerors shall submit Bids via e-mail to Dirk.Kelley@va.gov on or before Thursday, January 9, 2025 by 11:00 am EST. Only electronic bids will be accepted. Bid opening will be held Thursday, January 9, 2025 at 1:00 pm EST in Microsoft Teams. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
