Renovation of a municipal facility in Bloomington, Indiana. Completed plans call for the renovation of a municipal facility.
This project shall include but is not limited to, renovations in the Legal Department and the Human Resources Department to create additional office space. Construction of a Lactation room in an employee break room is also included. Bid packet information is available for download through the city's procurement portal at: https://procurement.opengov.com/portal/bloomingtonin Bids are to be submitted at or before 11:00 am local time on Monday, December 2, 2024. Bids will be publicly opened and read aloud at a work session of the Board of Public Works on December 2, 2024, in the Council Chambers of City Hall at the Showers Building, 401 N. Morton Street, Bloomington, Indiana, and via Zoom by using the following link: https://bloomington.in.gov/boards/public-works. Any Bids received after the designated time will not be accepted. A mandatory pre-bid will be held on Tuesday, November 12, 2024, at 9:00 a.m. EST at Bloomington City Hall, City Council Chambers, 401 N. Morton St., Bloomington, Indiana. Each Bidder for proposals over $10,000.00 shall submit and have approved by the City of Bloomington Contract Compliance Officer their written Affirmative Action Plan and their written Harassment Plan. You should submit your written affirmative action plan (or supplement) to City Legal as part of your bid packet by the bid deadline. We strongly recommend you submit your affirmative action plan to the Legal Department prior to the bid deadline so Legal may review your plan to make sure it complies with the City's requirements. If your bid is chosen and your affirmative action plan does not entirely comply with the City's requirements, you will be required to bring it into compliance prior to the execution of any City contract. Each Bidder must ensure that all employees and applicants for employment are not discriminated against because of race, religion, color, sex, national origin, ancestry, disability, sexual orientation, gender identity, veteran status, or housing status. All the protected classes must be included in your Affirmative Action Plan for it to be acceptable. In addition to other requirements, your plan MUST include a workforce breakdown, an internal grievance procedure, a non-retaliation statement, designation of a person by name or position who is responsible for implementation of the Plan, applicability to both applicants and employees, recruitment of minorities, equal access to training programs, and an explanation of your method of communicating the operations of your affirmative action plan to employees and prospective applicants. In accordance with Indiana Code 36-1-12-24, each Contractor that submits a bid for a public works project that is estimated to cost $150,000 or more shall submit with their bid a written plan for an employee drug testing program that complies with Indiana Code 4-13-18 et seq. The Board of Public Works reserves the right to waive any informality and to accept or reject any or all bids submitted. Bids may be held by the Board of Public Works for a period not-to-exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to awarding the contract.
