The Owners Representative will coordinate between all stakeholders, manage project risks, and oversee both the design and construction phases to ensure compliance with regulations, quality standards, and City objectives. The procurement of these services must adhere to Florida Statute 287.055, Consultants Competitive Negotiation Act (CCNA), which governs the procurement of professional services, including planning, site layout, facility planning, feasibility analysis, and design services. Any activities such as cost-benefit analyses, feasibility studies, or future capital project implementations will require the engagement of qualified architects, designers, or construction management professionals in accordance with CCNA. It will be the sole responsibility of the proposer to inspect the Citys locations and become familiar with the scope of the Citys requirements and systems prior to submitting a proposal. No variation in price or conditions shall be permitted based upon a claim of ignorance. The method of Contractor Selection has not been Determined at this time.
