Fayetteville Public Schools (the "District") seeks the assistance of a qualified firm, team, or consultant (the "Consultant") to serve as the owner's construction representative and provide project management services during the design and construction of the two new junior high schools, FHS parking deck, John L Colbert Middle School conversion to a junior high school with an addition, and other future District construction projects. The successful Consultant will serve as the owner's construction representative and provide project management services (the "Services") during the design and construction of District projects. The Consultant shall be required to enter into a contract with the district containing such terms as are satisfactory to the District. The contract shall incorporate the scope of services to be included for this project as described in the Consultant's qualifications. It should be noted that the District is excluded from performing any paid work in connection with this RFP. The submission of an RFP does not commit the District to award a contract. SCOPEOFWORK(CONSULTANT) Project Planning & Execution: Develop, manage, review, and oversee project plans and schedules from inception to completion, in conjunction with the District representative and the design team. Coordinate and supervise all construction activities, ensuring alignment with district goals and state/federal regulations. Ensureall project deliverables meet specifications, timelines, and budget constraints. Attend weekly owner, architect, and contractor coordination meetings and review meeting notes prepared by the construction manager, design team, or the District. Inconjunction with the architect and engineer, conduct a punch list inspection of the project. After the architect and engineer produce a list of items to remedy, conduct follow-up inspections to ensure completion. Beavailable as needed during the construction phase to address scheduling, coordination, or design conflicts. PostConstruction Coordinate delivery and assure completeness of all operations and maintenance manuals, warranties, guarantees, and extra stock materials. Schedule instruction and project turn-over meetings as required. Stakeholder Collaboration: Serveasthe primary liaison between the District, architects, engineers, construction management company, and contractors. Facilitate regular progress meetings and updates with school officials, board members, and other key stakeholders. Address any issues or changes to project scope with appropriate stakeholders, ensuring clear communication. Quality & Safety Management: Ensurethat all work is performed in compliance with District safety protocols, OSHA standards, and other relevant regulations. Conduct site inspections to monitor quality and adherence to design specifications and building codes. TheConsultant is expected to visit each construction project site at least twice weekly from inception to completion. Provide the District with weekly progress reports, including pictures detailing the status of the construction project. Implement and enforce quality assurance and quality control programs for all aspects of the project. Budget&Resource Management: Monitor project expenditures to ensure alignment with the approved budget. Reviewcontractor and design team invoices, change orders, and budget modifications for accuracy as necessary. Workwith District financial officers to ensure timely and accurate reporting on project finances. RiskManagement: Identify potential risks and implement mitigation strategies. Proactively resolve issues that arise during construction to prevent delays or cost overruns. Maintain a comprehensive risk log throughout the project lifecycle. PROJECT DESCRIPTION: The Fayetteville School District's new junior high schools and the FHS parking deck are key projects for the District. The district will select a Consultant for project management services for the following projects: New Woodland Jr. High School (capacity 900 students), New Ramay Jr. High School (capacity 900 students), John L Colbert Middle School conversion to a junior high school with an addition (capacity 900 students), and FHS parking deck (approx.+/- 450 parking spaces). Future District projects may be added to the Consultant contract if agreed upon between the District and the selected Consultant. SELECTION PROCESS The District selected committee will review the proposals submitted by the Consultant for selecting the Consultant through an initial proposal submission followed by an interview of the strongest candidates. The District selected committee will select and recommend for hire the Consultant that will best serve the long-term interests of the District.
