The project scope consists of the following construction elements: *Concrete Crack Repair *Concrete Spall Repair Pavement Joint Saw and Seal Concrete Panel Replacement Erosion Control Pavement Markings The Notice to Proceed is anticipated to be issued in July 2025. Goals for minority participation in each trade, 1.9%, goals for female participation in each trade, 6.9%. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor's aggregate workforce in each trade on all construction work in the Covered Area as follows: Goals for minority participation in each trade, 1.9%, goals for female participation in each trade, 6.9%. These goals are applicable to all contractors' construction work performed in the Covered Area. The contractor's compliance with Minnesota Statutes, section 473.144 and part 5000.3520 shall be based on its implementation of the equal opportunity clause, specific affirmative action obligations required by part 5000.3540, and its efforts to meet the goals established for the geographical area where the contract resulting from this solicitation is to be performed. The hours of minority and female employment and training must be substantially uniform through- out the length of the contract, and in each out the length of the contract, and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from contractor to contractor or from project to project for the sole purpose of meeting the contractor's goals shall be a violation of the contract, Minnesota Statutes, section 473.144 and part 5000.3520. Each bid proposal shall be accompanied by a "Bid Security" in the form of a certified check made payable to the Chisholm-Hib-bing Airport Authority in the amount of not less than 5% of the total bid or a surety bond in the amount payable to the Airport Authority with the surety company thereon duly authorized to do business in the State of Minnesota, such Bid Security to be a guarantee that the bidder will not, without the consent of the Airport, withdraw his bid for a period of 60 days after the opening of bids, and if the successful bidder, will enter into a contract with Chisholm-Hibbing Air- port Authority and in connection therewith, give Public Contractor's Bond as required by law; and the amount of the certified check will be retained or bond enforced by the Airport in case the bidder fails so to do. The Bid Security of the three lowest bidders will be retained until the contract is executed, but in no event longer than 60 days provided that the Bid Security of the lowest responsible bidder shall be retained in any event until the contract is executed and Public Contractor's Bond furnished as here in provided. The bid of the lowest responsible bidder will be accepted on or before the expiration of60 days after the date of the opening of bids. In the event that the Authority deems it in its best interest to delay the award of the contract (i.e. if the state funding for the project is delayed) the 60 day time period may be extended for up to one year if mutually agreed upon by both the bidder and the Authority. The Authority, reserves the right to reject any or all bids and to waive any minor irregularities, informalities or discrepancies.
