Site work and renovation of a civil project in Wausau, Wisconsin. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work shall include replacement of the existing Cherry Street lift station. The work shall include the installation of a lift station enclosure to house new piping and valves and the pump control panel. The pump control panel will be purchased by the City for installation by the Contractor. The work shall also include all associated mechanical and electrical work, new pumps, connection to the City's existing SCADA system, installation of a new emergency generator, painting, a new wet well, connection and modifications to the existing sanitary sewer and force main, access drive construction, demolition of the existing building, abandonment of the existing station, and associated site grading and restoration. A bid bond in the amount of 5% of the total bid shall be submitted with each bid, as a guarantee that the bidder, if the bid is accepted, will execute and file the proposed contract and bonds within ten days after the awarding of the contract. A Performance Bond and also a Labor and Materials Payment Bond in the amount of 100% of the total bid price, together with an executed contract in form prescribed by the City of Wausau will be required of the successful bidder. The letting of the work described herein is subject to provisions of Chapter 62 and 66 of Wisconsin Statutes and by all pertinent sections of the Wausau Municipal Code. This project is being accomplished with funding assistance from American Rescue Plan Act (ARPA) allocations. Condition of Employment (General) The work described herein is subject to the provisions of Section 66.0901 and 66.0903 and other applicable sections of the Wisconsin Statutes. Condition of Employment (Davis Bacon) Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects. Disadvantaged Business Enterprise (DBE) Solicitation We encourage DBEs, including MBEs and WBEs to submit bid proposals. Actions. taken by DBE Prime Contractor and Sub-Contractor in carrying out good-faith efforts to meet participation goals must be fully documented and submitted to the WDNR, Bureau of Community Financial Assistance (CFA) for review and concurrence. Sample forms for documenting DBE contacts are provided in the specifications. Domestic Procurement (American Iron and Steel & Build America, Buy America) This project is subject to "American Iron and Steel" provision requirements. The "American Iron and Steel" provision requires assistance recipients to use iron and steel products that are produced in the United States for the construction, alteration, maintenance, or repair of a public water system or treatment works. The term "iron and steel products" means products made primarily of iron or steel. Lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The City of Wausau reserves the right to reject any or all bids, to waive any informalities in bidding, and to award a contract in the best interest of the City of Wausau.
