Each bid proposal shall be accompanied by a certified check or bid bond in the amount of at least five percent of the amount bid, drawn payable to the Village of South Pekin as security for the proper execution of the contract. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by funding assistance from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. Bids shall be submitted for: Water Mains, Water Services and Street Maintenance Conditional or qualified bids will not be accepted. Give special attention to and comply with project insurance and bonding requirements. The OWNER reserves the right to accept or reject any or all bids and to waive any irregularities in any bids should it consider same to be in the best interest of the OWNER. Bids may not be withdrawn for a period of sixty (60) days after date of receiving and opening bids. The Illinois Dept. of Labor prevailing wages shall apply to the project and hiring preference shall be given to the Illinois citizens. Contractor(s) shall pay prevailing wages at rates not less than those prevailing under the Davis-Bacon Wage Act.
