East River Interceptor Renewal Project The Project consists of: Renewal of the East River Interceptor, including but Questions regarding the bid documents should be directed to Brown and Caldwell attention: Adam Shelton, P.E. (Telephone: (414)203-2893, Email: ashelton@brwncald.com).not limited to: o renewal of 30-, 42-, and 48-inch concrete interceptors with CIPP liner, o renewal of existing manholes with FRP inserts and coating systems, o abandonment of 24 and 30-inch concrete interceptors, o temporary conveyance of wastewater during construction, o restoration of roadways and landscaped areas. Prequalification: Bidders and renewal subcontractors must have been prequalified by Green Bay Metropolitan Sewerage District. Bids received from Bidders who have not been prequalified by Green Bay Metropolitan Sewerage District or prequalified Bidders listing subcontractors who have not been prequalified will not be considered and their bids returned. Bids shall be accompanied by a Bid Bond on the form provided or certified check, in an amount not less than five percent (5%) of the bid amount furnished in accordance with the Instructions to Bidders. This project is being partially funded by the Clean Water State Revolving Fund which requires that all "iron and steel products" used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works are produced in the United States. "Iron and Steel products" means the following products made primarily of iron or steel: manhole covers and other municipal castings, reinforced precast concrete, and construction materials. The Contractor shall comply with the requirements of the American Iron and Steel Act (AIS). In addition to AIS, the requirements of Build America Buy America Act (BABA) must be met, which establishes a domestic content procurement preference for all Federal financial assistance obligated for infrastructure projects after May 14, 2022. The domestic content procurement preference requires that all iron, steel, manufactured products, and construction materials used in covered infrastructure projects are produced in the United States. Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the United States Department of Labor and State of Wisconsin, Department of Workforce Development. Copies of these wage rates are incorporated in the Contract Documents. Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a loan from the Wisconsin Clean Water Fund. Neither the United States EPA, the Wisconsin DNR, nor agencies or employees will be a party to this Advertisement for Bids or any resulting contract. Any contract(s) awarded under this Advertisement for Bids must demonstrate positive efforts to utilize small, woman owned, and minority owned businesses. Disadvantaged business enterprises are encouraged to submit bids. The Contract shall be subject to the applicable compliance standards for Equal Employment Opportunity under EPA Contracts and EPA Assisted Construction Contracts. The Owner reserves the right to reject any or all bids or any part of a bid. The Owner reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work as may be deemed necessary by the Owner; and the same shall in no way affect or make void the contract, except that the appropriate additions or deductions from the contract price will be made.
