The Ellisville State School (hereinafter "Agency") has issued this solicitation for the purpose of soliciting sealed bids from qualified providers to provide Facility Maintenance Services. The Agency wants assistance in providing qualified and experienced maintenance workers for the Main Campus, located at 1101 Highway 11 South, Ellisville, MS 39437, and its adjoining employee housing. The Contractor will provide workers as specified to perform the duties as expected by full-time maintenance technicians. The goal of this project is to contract with one (1) Contractor to provide workmen necessary to maintain the functionality of the facility in addition to maintaining the grounds as needed to ensure an aesthetically pleasing and safe environment for the Persons' served, Employees and Visitors of the Agency. Interior/exterior painting and/or caulking of campus buildings, other structures and apparatuses. 2. Workers must be capable of repairing/replacing broken doors, hinges, knobs, window glass, beds, bedrails, furniture, handrails etc. 3. Workers must be capable of installing/replacing VCT and ceramic flooring. 4. Workers must be capable of performing minor concrete work such as; repairing and/or replacing sidewalks, steps etc. 5. Workers must be capable troubleshooting, and/or repairing basic electrical and plumbing issues. 6. Workers must be willing and capable to assist with moving of furniture, bedding, appliances, etc., as needed throughout campus and adjoining Employee Housing. 7. Workers must be capable of performing other facility maintenance duties as assigned, without issue and within allotted time frame given by the ESS Maintenance Director. 8. Workers must be willing and able to work in Hot or Cold Climate, with the understanding that some work will be in the outside elements. 9. Exterior pressure washing as needed year-round. 10. Master carpentry capabilities as needed on campus as directed by the ESS Maintenance Director. 11. Other types of work shall include: (But not limited to) o Clean exterior walls, flashing, gutters o Clean and/or Replace weather stripping on doors and/or windows o Ensure flashings are secure on roofs, roof vents are clear, check for roof leaks o Ensure electrical covers are in place, exterior covers are sealed o Ensure outdoor water faucets are not leaking and are winterized o Clean and maintain outdoor seating areas; ensure seating is securely mounted; area is free of insects (wasps, ants, etc.) o Maintain exterior lighting which shall include; replacing bulbs, lenses/cover o Ensure dumpster areas are clean o Repair holes in sheetrock/plaster/wood/masonry walls and ceilings, ensure corners/trim are secure, no sharp edges o Replace ceiling tiles o Remove any trash or debris from campus lawn Contractor shall provide workman to perform services during normal working hours Monday through Friday, eight (8) hours per day for a total of forty (40) hours per week, each workman. After hours, weekends and holidays will also be required on an as needed basis. Workman shall also be available for "On-Call" weekly rotations. Contractor shall furnish each contract workman with a suitable vehicle for use while working their shift. The vehicle shall be equipped with all necessary tools for services to be performed, such as, but not limited to; hammers, drills, saws, nail guns, power cords, ladders, blades, bits, portable air compressors and etc. Vehicles shall also be equipped with first aid kits, fire extinguishers, safety harnesses, etc. Large tools and equipment such as scaffolding, table saws, bucket truck, etc. will be available for use and provided by the Agency. Contractor is responsible for all training of workman on proper usage of all tools and equipment. Contractor shall furnish each contract workman with Personal Protective Equipment (PPE) such as, but not limited to, gloves, safety eyewear, earplugs, etc., and ensure each workman are properly trained on usage of each. Contractor shall ensure workman have successfully completed at minimum an OSHA 10 course. Location of Work: The work is to be performed, completed, and managed at the following location(s): Ellisville State School's main campus located at 1101 Highway 11 South, Ellisville, MS 39437 and its adjoining Employee Housing. Performance Surety: A performance bond in the amount of 100 percent of the bid shall be required of the successful bidder to ensure satisfactory completion of the work. If the Contractor fails to satisfactorily perform the contract, the bonding company that provided the performance surety will be required to pay the dollar amount to the State. The bond shall be a corporate surety bond issued by a surety company authorized to do business in the State of Mississippi. Section 7 - Duration The estimated period of performance of any contract resulting from this IFB is tentatively scheduled to begin on or about March 01, 2025 and to end on June 30, 2026. Upon written agreement of both parties at least ninety (90) days prior to each contract anniversary date, the contract may be renewed by the Agency for a period of four (4) successive one-year period(s) under the same prices, terms, and conditions as in the original contract. The total number of renewal years permitted shall not exceed four (4).
