Affordable Cottage Home Village Development. Question Deadline 11/26/2024 at 5:00 PM PT Online Q&A Yes Payment Bond 100.00% Performance Bond 100.00% Scope of Work The work to be performed by the selected Developer may include, but is not limited to, the following: o The City will continue to own the land by way of a ground lease with the Developer o Developer will transport tiny homes to project site. o Developer will own the development and manage the Property for the duration of the ground lease. o Developer will provide a Property Management Plan. o Developer will obtain all necessary entitlements, including any rezone and final subdivision map. o Developer will complete environmental reviews, technical analysis, and other feasibility studies. o Developer will construct required on- and off-site improvements o Developer will comply with all applicable local, state, and federal environmental clearance requirements. o Developer will work in collaboration with the Planning and Development Department on all aspects of the development, including but not limited to, design, financing, construction, and underwriting. o Developer will work with community and neighborhood groups as part of the planning process. o Developer will secure adequate financing for the project. o Developer will construct a high-quality and aesthetically pleasing affordable cottage home village community. The City of Fresno (City) is seeking development proposals (Proposals) from qualified firms (Developers) to create an affordable Cottage Home Village Development on a City-owned property located in Southeast Fresno. The site, situated on the north side of E. Belmont Avenue at N. Dewitt Avenue (Property), spans 9.7 acres and was recently merged into one parcel. The west parcel, previously APN 456-030-34T, is zoned Residential Multi-Family, Medium High Density (RM-1) and the east parcel, previously APN 456-030-44, is zone Corridor/Center Mixed- Use. The selected Developer can propose to develop the site as a whole or if the selected proposal intends to utilize fewer than the 9.7 acres, the City will facilitate the lot split. The City envisions a vibrant community featuring 24 tiny homes on wheels and 26 prefabricated micro homes, totaling 50 homes, all provided by the City. The selected Developer will be responsible for placing these homes on the site. Additionally, the City encourages the inclusion of additional housing units of varying types to maximize the project's density and the development of commercial and/or community spaces, such as a community center, trail, or park, to enhance the overall livability and social interaction within the community. The City's goal is to develop an innovative housing site that utilizes multiple housing types such as Multi-Family, Single Family, Factory-Built or a mix to increase the availability and diversity of affordable housing, maximizing the potential of the space being offered below. The 50 tiny homes offered by the City are not required to be included in order for a proposal to be considered responsive; the City will accept proposals consistent with the City's goal, but do not include the tiny homes. This request for proposals (RFP) seeks to identify a Developer that demonstrates experience in the development of affordable housing projects and desires to explore innovative solutions to the City's affordable housing crisis and supports those experiencing homelessness with a transition into permanent housing.
