Site work and paving for a civil project in Ankeny, Iowa. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The project includes fiber optic cable, conduit, handholes, and equipment installation and modifications to implement the master fiber optic redundancy needed for both the traffic signal communication network utilized by the Public Works Department and the overall City operations network managed by the Information Technology (IT) Department. The project will place fiber optic cable to implement efficient path-diverse fiber optic rings for primary and secondary communications between traffic signals and between City facilities. The project includes installing approximately 180,000 LF of single-mode fiber optic cable and 24,500 LF HDPE conduit, with approximately 34 handholes, 4,000 fiber optic cable splices/terminations, and 30 new splice enclosures/cases. Other improvements include removal of outdated equipment, handholes, or hub cabinets, and installation of tracer wires, locate terminals/test stations, and new fiber optic equipment, temporary traffic control, mobilization, site restoration and miscellaneous associated work necessary to complete the project. The City will furnish approximately 24,500 LF of HDPE conduit for Contractor installation. The City will furnish approximately 6,600 LF of 24-count and 173,400 LF of 96-count single-mode fiber optic cable for Contractor installation. Fiber Optic Network Upgrade - $1,458,914.25 Doc note - Paper copies of the Contract Documents are available from the Olsson, Inc., 1717 Ingersoll Avenue, Suite 111, Des Moines, Iowa, 50309. The initial set is free of charge to prospective bidders, i.e. qualified general contractors. A fee of Fifty Dollars ($50.00) per set will apply to additional sets and to bidding documents requested by other than prospective bidders. This fee is refundable, provided the following conditions are met: (1) The Contract Documents are returned complete and in a good usable condition. (2) They are returned within fourteen (14) calendar days after the award of the project. An individual must call 515-331-6517 in advance to reserve a paper copy. Work on the improvement shall be commenced any time after a written Notice to Proceed is issued, no earlier than March 24, 2025 and no later than April 14, 2025, and shall be completed as stated below. The Notice to Proceed will be issued after the preconstruction conference, which is expected to occur in February 2025. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Ankeny, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on anFDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Ankeny. The bid shall contain no condition except as provided in the specifications. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Ankeny and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Ankeny from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The Contractor shall substantially complete Stage 1 of the project no later than October 10, 2025. Substantial completion shall be defined as installation of all conduit, handholes, associated equipment, and fiber optic cable and splices as noted in the Plans. Should the Contractor fail to substantially complete the Stage 1 work in this timeframe, liquidated damages of One Thousand Dollars ($1,000.00) per calendar day will be assessed for work not substantially completed within the designated Contract term(s). The Contractor shall also substantially complete Stages 2 and 3 of the project no later than November 24, 2025. Substantial completion shall be defined as installation of all conduit, handholes, associated equipment, and fiber optic cables and splices as noted in the Plans. Should the Contractor fail to substantially complete the Stage 2 and 3 work in this timeframe, liquidated damages of One Thousand Dollars ($1,000.00) per calendar day will be assessed for work not substantially completed within the designated Contract term(s). The Contractor shall substantially complete the overall project by November 23, 2026. Substantial completion for the overall project shall be defined as all conduit, fiber, handhole, and splice case installation and modifications completed to provide a fully operational and redundant fiber optic network. Should the Contractor fail to substantially complete the overall project in this timeframe, liquidated damages of One Thousand Dollars ($1,000.00) per calendar day will be assessed for work not substantially completed within the designated Contract term(s). The Contractor shall fully complete the overall project within ten (10) working days commencing on a mutually agreed upon date following substantial completion of the overall project. Full completion for the overall project shall be defined as all work including punch list items completed, including removal of materials, and all improvements ready for final acceptance. Should the Contractor fail to fully complete the overall project in this timeframe, liquidated damages of Five Hundred Dollars ($500) per calendar day will be assessed for work not fully completed within the designated Contract term(s). The City of Ankeny does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City. All questions must be answered completely and correctly.
