Reference Number 0000281572 Question Acceptance Deadline 2024/11/21 02:00:00 PM EST Bid Intent Deadline 2024/11/21 02:00:00 PM EST The following requirements apply to all studies and are the responsibility of the proponent, including the Study Report Requirements in section 1.4: Comprehensive: The study shall be comprehensive in scope and include an investigation of all applicable building system elements to address all unknowns pertinent to any recommended future work. As studies are exploratory in nature, it is the responsibility of the proponent to advise the Owner if and when it becomes apparent that investigation of additional building system elements may be warranted beyond that stated in the original scope in order to comprehensively address all unknowns of interest to the study. Accurate: To ensure study findings are fully informed and accurate without errors or omissions, the proponent shall interview key facility personnel when conducting information gathering. Key personnel are those with any or all of historical knowledge of the site; knowledge of past changes, modifications, or repairs to the building system elements of concern; and understanding of or responsibility for day-to-day operations and/or maintenance of the building system elements of concern. The proponent shall solicit input from the Project Manager, Facility Manager, and Ministry representative (if applicable) on key personnel during the study kickoff meeting. The proponent shall subsequently provide a written list of all key personnel identified, showing the name of each individual, for review and approval by the Project Manager and stakeholders. The proponent is responsible to keep a record of all interviews conducted, to be made available on request. The following activities and deliverables must be overseen by a qualified professional as identified in the proponent's submissions (see Table 7.3.1): Visual inspections Intrusive testing and specification development 0 Study report Recommended Needs Template (RNT) Methodology: Refer to section 1.4 Observations: Refer to section 1.4 Recommendations: Refer to section 1.4 Executive summary: Refer to section 1.4 1.3.3. Due to the exploratory nature of the study, the scope of investigations may or may not capture all required investigations to comprehensively meet the study intent and address all root causes. To allow for progressive elaboration of scope, the study shall be phased as follows: 1. The successful Proponent shall complete a visual inspection of all building system elements identified above and assemble preliminary findings. 2. The successful Proponent shall develop an intrusive testing plan based on i) all intrusive testing requirements identified above and ii) any additional intrusive testing requirements as recommended by the proponent in response to the findings of Phase 1. The intrusive testing plan shall specify the locations, methods, and procedures necessary for all intrusive work to further investigate any unknowns arising from Phase 1. 3. The intrusive testing plan shall be implemented by a qualified third-party identified by the successful Proponent following the IO Procurement guidelines, and may be retained by the proponent under a cash allowance (see Appendix H - Schedule D - Fixed Fee Offer). 4. All intrusive testing shall be witnessed and analyzed by the proponent 5. Analyze all findings of Phases 1 and 3 and produce the study report and Recommended Needs Template (RNT).
