Site work and paving for a road / highway in Weston, Connecticut. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The Town of Weston is seeking the services of a professional firm or team to provide preliminary design services to support a grant funding application to improve Old Hyde Road. The anticipated scope of work includes, but is not necessarily limited to: 1. Supplemental Wetlands Delineation and Assessment 1.1 Wetlands delineation and assessment to delineate and assess the presence of federal and state inland wetland resource areas within 150 feet of the estimated project limits shall be completed by a certified soil scientist. 1.1.1 Federal wetland resources shall be delineated in the field according to the U.S. Army Corps of Engineers (USACE) 1987 Wetland Delineation Manual and the USACE 2012 Interim Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and Northeast Region. 1.1.2 Connecticut state inland wetlands, if any, shall be delineated based upon soil type as outlined in Section 22a-38 of Chapter 440 of the General Statutes of Connecticut; defining wetland soils as either: poorly drained, very poorly drained, alluvial, or floodplain soils. 1.1.3 Identification of watercourses, as regulated by Connecticut, shall be based upon the definitions contained in Section 22a-38 of Chapter 440 of the Connecticut General Statutes of Connecticut; including the following hydrological systems under the term "watercourse": rivers, streams, brooks, waterways, lakes, ponds, marshes, swamps, bogs, and all other bodies of water, natural or artificial, vernal or intermittent, public or private. 1.1.4 Prior to the delineation fieldwork abutters shall be notified prior to accessing private property adjacent to Old Hyde Rd to perform the wetland delineation. 1.1.5 Flagging shall be placed in the field to denote federal and state inland wetland and watercourse boundaries within the project area. 1.1.6 Delineated wetlands shall be classified by vegetation type according to the U.S. Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI) classification system, Classification Method for Wetlands and Deepwater Habitats (Cowardin et. al., 1979). 1.2 Wetland Functional Assessment 1.2.1 During the delineation effort, functions and values for inland wetlands shall be evaluated according to the USACE Highway Methodology Workbook Supplement: Wetland Functions and Values, dated 1999. USACE function and value forms will be completed for each delineated inland wetland. 1.2.2 Two (2) wetland transects, including upland and wetland points, shall be prepared for each federal wetland delineation. The wetland transect information/forms shall be included in the final wetland report prepared. 1.3 Deliverable - Wetland Report 1.3.1 The wetland shall contain a synopsis of all wetland findings that occurred during the field investigation period as well as specific descriptions of each of the delineated wetlands. 1.3.2 The report shall also contain a photograph and sketch map for each wetland as well as any functional assessment and transect forms. 2. Supplemental Boundary and Topographic Survey 2.1 Horizontal and Vertical Control 2.1.1 Horizontal control shall be based on the Connecticut Coordinate System NAD 1983, and the vertical shall be based on NAVD 1988. 2.1.2 Benchmarks, traverse points, and ties shall be established throughout project limits. 2.1.3 Horizontal control shall be established to Class A-2 standards and vertical control to Class V-2. 2.1.4 A minimum of six permanent ties shall be located throughout the survey with precise distances measured to control points for recovery or replacement, as necessary. 2.1.5 Two (2) benchmarks per sheet shall be established. 2.2 Field Survey 2.2.1 A topographic and planimetric map of scale 1" = 20' shall be prepared according to the "Standards for Surveys and Maps in the State of Connecticut." The survey shall be performed in accordance with the Connecticut Department of Transportation current "Location Survey Manual", including roadway features as well as bottom and top of curbs, signs, drainage structures (catch basins, manholes, culverts etc.), sanitary sewer structures and utilities (hydrants, poles, hand holes, gas, and water gates etc.). 2.2.2 Ground survey limits along Old Hyde Rd shall extend through the full intersection of Norfield Rd with a width of approximately 40'+/- (80' total width) on either side of the centerline of the road through to the intersection of Lords Highway. 2.2.3 Ground survey shall extend into private driveways a minimum of 40' from the edge of existing pavement (EOP) and shall include existing building faces when within 50' of the EOP. 2.2.4 Ground data shall be collected to generate 1-foot contours throughout project limits. In addition, ground data shall be obtained to generate break lines in the Triangular Irregular Network (TIN) for features such as bottom of curb, top of curb, top and bottom of walls, centerline of swales and brooks, etc. 2.2.5 Drainage outfall pipes at culverts crossing the roadway shall be surveyed for 15' in each direction along the centerline of the pipe up to 50' beyond the street right-of-way. 2.2.6 Pipe sizes and inverts shall also be obtained where accessible. 2.2.7 All utilities within the project limits shall be contacted to obtain mapping of existing mains and services to incorporate into the base map. It is believed that all utilities are above grade except for storm water systems. 2.2.8 Trees with caliper larger than 6"at chest height shall be located. Existing ROW and other boundary monuments shall be included in the survey as well as buildings, parking lots etc. within limits as described above. 2.2.9 State and Federal Wetland boundaries located within the limits defined in this task shall be flagged by a soil scientist and field and located by the surveyor to be included in the base mapping. 2.2.10 Any limits of the 100-year floodplain within 150 feet of estimated project limits shall be shown based on the most current FEMA mapping. If there are no limits of the 100-year floodplain exist within the estimated project limits the final plan should include a statement indicating such. All FEMA mapping consulted shall be reference in surveyor notes. 2.3 Deliverables 2.3.1 The final survey will be signed, stamped and delivered in PDF format at a scale of 1" = 20' with a sheet size of 24" x 36" and meet all State requirements. 2.3.2 One continuous electronic drawing file shall be prepared and submitted in AutoCAD Civil 3D 2020 with an .xml of the survey surface. The survey shall incorporate all point locations (i.e., tick mark), point number of all survey points and elevation. 2.3.3 A final signed and sealed PDF version of the survey shall also be provided. 3. Preliminary Design (30% Design Documents) 3.1 Roadway Design 3.1.1 Roadway design shall be in accordance with Town standards, and where Town standards are absent, design shall conform to the CTDOT Highway Design Manual. 3.1.2 Graphical horizontal and vertical geometry shall be developed for Old Hyde Rd. Plans, profiles, typical sections, and critical cross sections will be prepared for the proposed construction in accordance with the CTDOT Consultant Design Administration Manual. 3.1.3 Plan sheets will be developed at a scale of 1" = 20' and profile sheets will be at a 1" = 20' scale for horizontal and 1" = 4' scale for vertical. 3.2 Roadway Drainage Design 3.2.1 Designer shall perform CCTV pipe inspection for all storm structures and pipes within the project area and make recommendations for the replacement of any storm structures or pipe based on this inspection. 3.2.2 Stormwater design flows shall be calculated based on the 25-year storm event and the contributing area within the project limit will be based on existing land use conditions. The design procedures outlined in the State of Connecticut Department of Transportation "Drainage Manual" - latest edition, shall be followed. 3.2.3 Each outlet shall be analyzed to determine the discharge pipe size to help establish required easements during Preliminary Design. 3.3 Deliverables 3.3.1 30% Design Plans 3.3.1.1 Depict proposed storm drainage improvements, including additional catch basins and pipe as identified by visual observation in the field, and replacements as identified by the video inspection. 3.3.1.2 Identify potential utility conflicts on the plans if new catch basins and storm pipe are proposed. If necessary, potential conflicts will be investigated via a test pit program in final design. 3.3.2 Prepare a preliminary engineer's estimate of probable construction costs. 3.3.3 Submit preliminary design plans and cost opinion, in PDF format, to the Town for review and comment.
