Question Submission Deadline: November 19, 2024, 5:00pm Orange County (County) is seeking the services of a recycling facility and/or landfill (collectively or individually called "Facility") to accept for disposal or recycling vegetative waste collected by County waste and recycling contractors (Haulers). The Solid Waste Division (Division) contracts with Haulers to collect yard waste at single-family residential units in Orange County. Under normal conditions, Haulers collect residential yard waste, remove yard waste from bags and debagged yard waste is delivered to a recycling location under LOT 1. At certain times, (e.g., after a severe storm) the Division may direct Haulers to collect yard waste without removing it from plastic bags and to collect bagged yard waste mixed with bulky waste, construction and demolition debris (C&D), or a combination of such materials. At such times, yard waste in bags commingled with other materials is directed to a separate landfill under LOT 2. Materials will be directed to recycling facilities under LOT 1 or disposal facility under LOT 2 solely at the discretion of the Division. B. LOCATION AND HOURS OF OPERATION 1. The Facility shall be located west of I-4 and within the boundaries of Orange County. 2. The required operating days and hours for the Facility to receive deliveries from County Haulers shall be 8:00 A.M. to 5:00 P.M., Monday through Friday and 8:00 A.M. to 12:00 P.M. on Saturday, excluding below listed holidays. 3. The Facility is not required to receive deliveries from County Haulers on Thanksgiving Day or Christmas Day. 4. At the request of the Division (e.g., after any emergency or natural disaster, such as a hurricane, tornado, severe storm or flood), the Facility shall provide services at a minimum on Saturdays from 8:00 A.M. to 5:00 P.M. within 24-hour notice to ensure a rapid recovery from the disaster. C. GENERAL REQUIREMENTS: 1. The Facility shall possess and always maintain all licenses and permits necessary for operations. The Contractor shall provide copies of all applicable licenses and permits upon request. 2. The Facility shall accept materials hauled by Orange County or County Haulers. 3. The Facility shall inspect each load delivered by County Haulers upon delivery and shall have the right to reject any delivery containing material inconsistent with the description of LOT 1 or LOT 2, as appropriate. 4. The Facility shall provide each driver with a weigh ticket(s) at the time of delivery. Each weigh ticket shall have the truck number, the collection zone, the weight of material that is being delivered, and shall have the driver's signature. 5. The Facility shall submit each invoice, in duplicate, to the Solid Waste Division. Supporting documentation is required and shall include at a minimum: Copy of the original weight tickets along with an invoice which notes weight ticket numbers and tonnage. Each weight ticket shall contain the date delivered, the zone number that the hauler is delivering yard trash from and the route number. A status report showing all outstanding invoices and date ranges per each invoice shall accompany each invoice. 6. By January 31 of each year, the Contractor shall provide an annual report describing the tons of yard waste received from the County, the method(s) of processing, and tonnage for each location where yard waste was beneficially reused. The report shall be in a form and format acceptable by the County so that data may be reported to the Department of Environmental Protection (DEP) as part of the County's annual recycling report. D. SPECIFIC REQUIREMENTS: LOT 1: Beneficial Reuse/Recycling The facility shall accept vegetative waste/yard trash hauled by or on behalf of the Orange County Solid Waste Division. The yard waste shall be processed to allow recycling credit for Orange County. Delivered vegetative/yard trash shall not contain large quantities of C&D or bulky waste. Each load may be inspected upon delivery and the facility shall have the right, with proper notification to Orange County, to reject any delivery containing waste other than debagged vegetative/yard trash. LOT 2: Recycling/Disposal At certain times, the Division may need to direct Haulers to deliver yard waste, including yard waste in plastic bags, commingled with C&D and/or bulky waste to appropriately permitted landfills for disposal. Historically, the need to dispose of yard waste in bags occurs during periods of excessive waste set out including the spring months of March, April, and May. Additionally, recovery from severe storms may result in collection of yard waste in bags combined with collected bulky waste that must be properly disposed of. This lot includes the disposal of mixed yard debris with plastic bags/Class III material after a storm.
