Question Due Date: April 8th 2025 at Noon est This contract is broken into, but not limited to, the following categories. Bidders are not required to have the capability to submit offers in all categories and may submit bids for one or more categories of products and services. While bidders may present additional category suggestions for consideration, acceptance of categories is not guaranteed. In addition to categories listed below, MHEC encourages Bidders to submit offers on their Entire Catalog of products & services. All products (other than those offered as Refurbished Equipment or Rentals) shall be new in the box, unopened, in the most current model (with operating manuals and safety sheets) and not discontinued by the manufacturer. All products offered under Refurbished Equipment or as Rentals shall be fully refurbished, serviced, tested, and inspected in accordance with prevailing standards. All work performed under this contract shall be in accordance with M.G.L. Chapter 149, Chapter 30B and/or Chapter 30 39M as applicable. Prevailing wage rates are applicable to all labor performed in these contracts for MHEC's public members. Installation Timeframe: Bidders must, on request, install and have equipment ready to operate, in accordance with the manufacturer's standard written installation procedures, within thirty (30) days of delivery, unless otherwise agreed upon, in writing, by the Member. Warranties: The MHEC would like the members to have the option to purchase an extended warranty at the time of purchase. Describe your extended warranty duration, price, and options which will include the service component in Part 7. The extended warranty is part of the purchase of equipment. All warranties shall begin when the installation is substantially complete and the equipment is functioning as intended. Provide detailed Operations and Maintenance (O&M) manuals for each piece of equipment, and review key requirements with Owner at completion of installation. Preventative Maintenance, Repairs, and Support: Bidders must describe any plans they offer for preventative (post-warranty) maintenance and support, including but not limited to the ability to purchase an extended warranty at the time of system purchase. On-Site 3-Year Warranty: As part of their base price, Bidders must provide a full, on-site 3-year warranty, with no charges for parts, labor or transportation during the warranty period. Bidders must respond to a warranty service call within one business day with a call back from the initial problem call, and next business day on-site response time from the call back, unless otherwise agreed upon in writing by the Member. A warranty service upgrade for Members requiring more rapid response may be available for an additional cost. Free Telephone Support: It is desirable for Bidders to provide unlimited, free telephone technical support, accessible toll-free, 24x7x365 for 3 years after purchase. Maximum response time to calls is four (4) hours. OEM Replacement Parts: Bidders must agree to provide new original equipment manufacturer (OEM) replacement parts for the length of the manufacturer warranty, either through warranty/maintenance services, or via shipment to the Member, if requested by the Member, and if the OEM allows direct shipment to the end-user of that type of replacement part. All replacement parts must be standardized and identical for consistency with image management. Labor and Services Rates: Bidders must list each job title for staff who will be providing services under this contract, and provide a single hourly standard rate for normal business hours (ex. M-F 8:00 am to 4:00 pm) and up to two overtime rates for each job title (after hours M-F and weekends). Job titles must be listed regardless of whether these services will be provided by the OEM or by a subcontractor. If hourly rates for the same functional job title vary based on experience or other factors, this may be reflected in the job title, for example: PC Technician Level 1, PC Technician Level 2, Network Specialist (Microsoft), etc. Awarded contractors must follow prevailing wage guidelines for all public member entities. Prior to any installation, the contractor and the customer must determine whether a portion or entire service requested is a prevailing wage installation. If any portion of the installation is determined as prevailing wage, the contractor must follow the prevailing wage requirements detailed in Massachusetts Prevailing Wage Law, M.G.L. c. 149, 26-27D.Sample Prevailing Wage Rates are included in Part 5 of this bid for download. Remanufactured/Refurbished-Rebuilt and Generic Supplies: All bidders intending to supply remanufactured and/or generic equipment and supplies shall make this clear in their bid response, and include a certification on the manufacturer(s) official letterhead indicating the bidder is an authorized distributor. The official letter of certification must guarantee the following minimum elements: The bidder is a distributor who is authorized to sell and to conduct business for the manufacturer's supply products The manufacturer has agreed to provide product support to the authorized dealer to satisfy the supply requirements of this contract The manufacturer has been in business providing remanufactured and/or generic supplies for no less than three (3) years preceding the bid due date. All unusable parts are to be removed and replaced with new or remanufactured parts, which meet or exceed OEM standards and any governing standards/regulations. Safety Policies and Personal Protective Equipment: Bidder must ensure that all parties involved in supplying and installing products observe the applicable safety policies and are trained on safe work practices, job hazards, and applicable member standard operating procedures. The bidder will be responsible for ensuring the safety of their staff by providing the necessary Personal Protective Equipment (PPE). Whenever required, bidder staff must wear and have PPE in their possession. Rentals: Service: Any equipment rented shall be guaranteed to be fully functional and capable of performing the tasks it was designed to perform under the manufacturer's guidelines. All safety equipment/attachments shall be in place and functioning per the manufacturer's design. Any equipment not functioning properly (or becoming non-functional) will be exchanged at no additional charge during the rental period. Routine repairs shall be provided at no additional cost. Pricing: Pricing for equipment shall be priced on a daily, weekly, and monthly basis. Multiple discount structures are acceptable as long as they are clearly defined in the response. Volume discounts are also encouraged for multiple items. Finally, package pricing options for typical rentals are encouraged. A published rate along with applicable discounts and net price shall be provided in bidder's MHEC price list. Examples of rental discounts: Based on duration: Daily 15% / Weekly (defined as seven or more days) 17% / Monthly 30% Based on volume: Additional Savings: >5,000 +2% / >10,000 +3% / >20,000 +4% Other Fees: Delivery, setup and pickup fees shall be clearly identified in your proposal. Other fees (insurance, environmental recovery fees, cleaning, refueling, etc.) shall be separate items clearly identified in your proposal. At the time that the member takes possession of the equipment, the supplier shall provide information regarding current condition and any visual, pre-existing, damage to the equipment. The supplier will review the equipment condition at the point of delivery as well as at the point of return. No rental fees may be charged without a signed receipt of acceptance of the equipment. The proposal response shall also include any service agreement or contract that will be required of the member to sign. The pre-printed terms on any rental agreement shall not modify the terms of the master agreement, which shall govern all transactions between parties. Coverage and Inventory: List the regions and areas that you are able to cover on the sales regional territory information form. Additionally, provide an inventory list of your rental equipment owned. Awards will be based on the ability to meet all members' needs in terms of location and inventory. Building Permits: Bidders shall apply for and obtain building permits as may be required for the proposed work. THE OFFER TABLE (Part 4c) MUST BE FILLED OUT OR THE BID SUBMISSION WILL BE CONSIDERED NON-RESPONSIVE AND WILL NOT BE CONSIDERED FOR CONTRACT AWARD.
