This Request for Proposals (RFP) solicits consultants to provide professional services to complete environmental clearance, final engineering, and construction support for the Floodgate Modernization and Resilience Project. The project is a result of a 2017 evaluation of the City's secondary levee system which identified deficiencies and proposed improvements to bring the secondary floodgate system up to industry standards. The scope of work for this project includes implementing the improvements recommended from the study at ten locations: 12th Street, 16th Street, the Sacramento Northern Bikeway, the UPRR crossing near 19th Street, Business 80 (SR51), McKinley Village, H Street, J Street, Hornet Crossing, and Folsom Boulevard. The project will repair or modify these floodgates in a manner that will meet current state and Federal standards, allow for safe installation by City staff, reduce installation times during a flood emergency, replace/update floodgate elements that have undergone severe wear, and eliminate ineffective design elements. The City of Sacramento is seeking proposals from qualified consultants for environmental clearance, design documents, permitting and approvals, construction support, and the development of operation and maintenance manuals for these floodgates. This project is federally funded; therefore, federal procurement rules apply to the project As required by federal law, Caltrans has established a statewide overall Disadvantaged Business Enterprise (DBE) goal.
