Offerors may contact ONLY the buyer regarding the terminology stated in the procurement documents. Offerors understand and agree that technical support may not be readily available the day of and or the hours/minutes prior to a bid closing time (see above table). Offerors also understand and agree that internet access, browsers, and operating systems are not supported by the District and/or its agents. Bidders are strongly encouraged to review, create, and submit all electronic bid responses several days in advance of the due date and time. Pursuant to NMSA 1978, 13-1-154.1.B. Awarded contracts and all renewals cannot exceed twelve million five hundred dollars ($12,500,000) over three (3) years. Additionally, any one purchase order awarded cannot exceed $4 million dollars. Albuquerque Public Schools (APS) is requesting competitive sealed proposals with the intent of entering into a contract with contractor(s) for the purpose of providing bituminous paving and related work and for plant hot mix materials. Miscellaneous work and/or materials may be added as necessary for a complete project. Work under this contract may include APS funded projects plus approved projects under the State of New Mexico Highway Department's Cooperative Programs and like paving projects funded by severance tax funds from the State of New Mexico, Bernalillo County, etc. Contractor must anticipate many relatively small jobs and must be prepared to mobilize and carry these to completion in a timely manner. This RFP includes subcontractor listing requirements for those projects which exceed $25,000.00. All work shall comply with the latest edition of the New Mexico State Highway Department Standard Specifications for Road and Bridge Construction manual (NMSHDSS). Where specified, the latest edition of the City of Albuquerque Standard Specification for Public Works Construction (CoA SSPWC) shall apply. Bid Security (Bond): In accordance with NMSA 1978, 13-1-146, bid security must be submitted with proposal in the amount equal to at least five percent of the amount of the bid. Bond must be satisfactory to APS, executed by a surety company authorized to do business in the State of New Mexico. Bid Bond for this RFP is $25,000.00. Performance and Payment Bonds: In accordance with NMSA 1978, 13-4-18, the successful Offeror, upon notification of the award of the contract shall deliver the required performance and materials/payment bonds in the amount of one-hundred percent (100%) for any project which exceeds twenty-five thousand dollars ($25,000.00) or satisfactory evidence that such bonds will be furnished within seven days. Bond must be satisfactory to APS, executed by a surety company authorized to do business in the State of New Mexico.
