PIKE BROOK WASTEWATER TREATMENT PLANT UPGRADE AND EXPANSION PROJECT PROJECT DESCRIPTION The Township of Montgomery is accepting bids for the Pike Brook Wastewater Treatment Plant Upgrade and Expansion Project. This project includes construction of a new Headworks Facility, Anoxic Tank, PACL/Micro-C Chemical Storage Facility, Post Aeration/Cascade Aeration Tank, Influent Pump Station and Valve Chamber improvements, Equalization Pump Station and Recycle Pump Station modifications, Permeate Pump replacement, Chemical Room modifications, Pre-Aeration Blower replacement, electrical system improvements, paving and miscellaneous site improvements, and all appurtenant work required by the Contract Documents. Bid Security in the amounts that follow must accompany each Bid in accordance with the Instructions to Bidders. Pursuant to 2 CFR 200.326, this project exceeds the Simplified Acquisition Threshold, and is subject to all of the following requirements: (a) a bid guarantee from each bidder equivalent to ten percent (10%) of the bid price. The "bid guarantee" must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified; and (b) a performance bond on the part of the contractor for 100 percent of the contract price. A "performance bond" is one executed in connection with a contract to secure fulfillment of all the contractor's requirements under such contract; and (c) a payment bond on the part of the contractor for 100 percent of the contract price. The successful bidder shall comply with the provisions of N.J.A.C. 7:22-9 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged (SED) individuals. A goal of ten (10) percent for SED participation has been set for this project. Any proposal that does not contain all of the mandatory required items pursuant to N.J.S.A. 40A:11-23.2 shall be deemed to have a fatal defect and shall render the proposal unresponsive. Bidders may not rely on oral responses to inquiries. In order to comply with statutory notice requirements, all challenges must be received by the Purchasing Agent no later than ten (10) business days prior to the bid opening date.
