Development of an Affordable Housing Plan West Windsor is a small, largely-rural town of approximately 1,100 residents with a traditional Vermont village town center (Brownsville). Mount Ascutney is the prominent feature of the landscape. Adjacent to the village at the base of Mount Ascutney is a privately-owned hotel with a restaurant, time-share units, condominiums and some recreation facilities. The Town owns a large portion of the mountain, most of which is conservation land. Ascutney Outdoors, a privately-owned non-profit recreation organization, operates a base lodge, mountain bike trails, snow tubing and downhill ski facilities. The remainder of the town is field and forest, mostly under private ownership. Much of the field and forest land is in the State's Current Use program. Please refer to Chapter 2. Increasing affordable housing stock takes time and effort. It involves many "stakeholders", including state programs, regional coordinators, financing entities, developers, builders, local authorities, and interested and enabled buyers and renters. Community buy-in and support is essential as we seek to enhance our housing stock in an attractive and acceptable manner. The Town of West Windsor reserves the right to reject any and all proposals received as a result of this solicitation, to negotiate with any qualified source, to waive any formality and any technicalities or to cancel the RPF in part or in its entirety if it is in the best interest of the Town of West Windsor. This solicitation of proposals in no way obligates the Town of West Windsor to award a contract. Final Consultant Selection Following the selection process, one team will be selected to negotiate a final contract for services. The final scope of work with specified deliverables may be modified through negotiation of the final contract. The final project team may also be modified through negotiation of the final contract. Any expenses resulting from the interview and proposal process will be the sole responsibility of the consultant. The Town of West Windsor reserves the right to select the top two to three highly-scored consultants and invite them for an interview prior to awarding the contract. In this process, the selection committee may ask the respondents to give an oral presentation of their respective proposals. Proposal Evaluation Respondents will be evaluated according to the following factors: 1. Consultant Qualifications (experience with similar projects, ability to work with municipalities to attain desired outcomes, and knowledge of the topic) - 40% 2. Scope of work, fees, methodology and schedule - 40% 3. Proposal quality, completeness and clarity - 20% Project Completion May 2025. Overview The Town of West Windsor seeks to develop a plan to move forward in a smart and diligent manner to expand the supply of "affordable housing" within the town. "Affordable" means that the cost of housing (rent/mortgage, utilities, taxes and insurance) does not exceed 30% of household income. Affordable housing is for all community members, including seniors, families and essential workers (e.g., teachers, nurses, firefighters, service workers and tradespeople), and may include different housing solutions throughout the Town. The deliverables from this project are a report identifying opportunities, including potential locations, for expanding affordable housing in West Windsor and potential housing solutions, a summary of considerations and supporting resources, and a community presentation. The method of Contractor Selection has not been Determined at this time.
