The Borough of Woodstown is proposing lighting improvements to the Marvin L. Watson Park on Bailey Street. The project includes the construction of four (4) wall mounted lights to be placed on each side of the existing pavilion. The project will include the installation of site lights, conduit, and wiring from the utility room to the pavilion. Additional site work to include site clearing, excavation, and restoration as necessary. Bids will be received for a minimum of 21 days from the date of public notice prior to the opening of bids. The Borough of Woodstown encourages Minority Business Enterprises, Women Business Enterprises, and Section 3 Enterprises to respond to this bid inquiry. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. The Owner will award the Contract to the lowest responsible Bidder. The Bidding Documents may be examined at the office of the Engineer (Issuing Office); Sickels & Associates, 833 Kings Highway, Woodbury, New Jersey 08096. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids must be submitted on the forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "BID for the MARVIN L. WATSON PARK LIGHTING IMPROVEMENTS" and addressed to the Borough of Woodstown, 25 West Avenue, Woodstown, NJ 08098, Attention: Cynthia Dalessio, Borough Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Woodstown. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Woodstown in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Borough of Woodstown will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Woodstown and be issued by a surety authorized to do business in the State of New Jersey. The Borough of Woodstown and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Borough of Woodstown reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Woodstown. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. A Pre-Bid conference has not been scheduled for this project.
