The Scope of Work for this Project consists of furnishing all materials, labor, equipment, fuel, tools, transportation and services for on-call pavement repairs to include base repairs, milling, the installation of asphalt and/or asphalt overlay at various locations throughout the District Service Area. The District Service Area is within four local jurisdictions which include the City of Citrus Heights. Sacramento County. Placer County and the City of Roseville. Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than (10%) of the submitted Total Bid Price. All Contractors submitting bids must have the appropriate "A" General Engineering or "C-12" Earthwork and Paving Contractors license for the project issued by the State of California at the time of bid and throughout the Project. Insurance Requirements: Contractor shall maintain limits no less than: (1) General Liability: $2,000,000 per occurrence and $4,000,000 aggregate for bodily injury, personal injury and property damage: (2) Automobile Liability: $2,000,000 per accident for bodily injury and property damage; and (3) Workers' Compensation and Employer's Liability: Workers' compensation limits as required by the Labor Code of the State of California. Employer's Liability limits of $1,000,000 each accident, policy limit bodily injury or disease, and each employee bodily injury or disease. Defense costs shall be available in addition to the limits. The minimum limits specified herein, any available coverage shall be provided to the parties required to be named as additional insureds pursuant to this Contract. Other insurance requirements are outlined in the draft Agreement, under Section 3.13. The District reserves the right to reject any or all Bids or to accept any Bid. The District reserves. the right to determine which Proposal is, in its judgment, the most responsive Bid of a responsible IM Bidder and which Proposal should be accepted in the best interest of the District. The District also reserves the right to waive any informality in any Proposal or Bid.. Proposals which are incomplete, unbalanced, conditional or obscure or which contain additions not called for, erasures, alterations or irregularities of any kind or which do not comply with the Notice Inviting Bids may be rejected at the sole discretion of the District. Any Bidder may withdraw its Proposal submitted at any time prior to the time set for the closing of the Bids provided that the request for withdrawal is signed in a manner identical with the Proposal being withdrawn. No withdrawal or modification will be permitted after the date and time designated for opening Bids, or before the award and execution of the contract, unless the award is delayed for a period exceeding forty-five (45) days. It is anticipated that Bids will be presented to the District's Board of Directors for consideration. All Bids Will Be Compared on the Basis of the "Grand Total All Items" Proposal Bid for the Work to Be Done.
