Site work and paving for a mixed-use development in Bryson City, North Carolina. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The Town of Bryson City has been awarded Rural Transformation Grant Funds in the amount of $600,000.00 from the NC Department of Commerce, Rural Economic Development Division, along with supplemental State funds in the amount of $200,000.00. The Town intends to secure the services of a North Carolina Licensed Engineering Firm to provide Engineering Services, Design, Observation, Required Environmental Related Tasks, Bidding and Construction Administration Services, as well as Construction Inspections needed for the Project. The Main Street Streetscape Improvements Project generally includes the repair, replacement and/or rehabilitation of sidewalks and related pedestrian facilities along approximately 1,000 linear feet ofMain Street / US Hwy 19W extending from its intersection with Everett Street eastward toward Franklin Street. l.The Town of Bryson City will require the selected engineering firm to provide the following services: a. Necessary sealed engineering surveys/plans; b. Preparing final design and construction bid package, sketches, estimates and documents, plans, specifications and contract documents necessary for the successful bidding and completion ofthe work in conformance with the grant and all applicable Federal and State regulations and requirements; c. Assistance in making construction contract award and administration ofthe construction contract; d. Construction contract administration, assistance in obtaining all necessary information from the contractor and sub-contractors, if any; e. Conduct pre-bid and pre-construction conferences and take copious, written minutes ofsame and provide copies to the Town, contractor, and NC Commerce; f. Necessary periodic site visits to observe progress and quality ofwork, conduct progress meetings, and to submit written progress reports to the Town and NC Commerce to coincide with funding program requirements; g. Determinations of whether work is in accordance with applicable State and Federal Regulations, both the construction and grant contract documents, plans, and specifications; h. Interpretation of the contract documents, plans, and specifications; i. Shop drawing review; j. Processing of written contract change orders; k. Review, process, and approve/disapprove contractors application for payment; l. Final inspections to ensure compliance with applicable State and Federal Regulations, Grant and Construction Contracts, contract documents, plans, and specifications; m. Written approval of final payment to contractor; n. Furnishing of two (2) sets of as-built drawings; o. Engineering supervision of resident inspection; p. Complete documented daily resident inspections; q. All other engineering/inspection services necessary for projects successful and timely completion in accordance with grant, contract documents and applicable State and Federal Regulations; r. Monitor Contractors compliance with Equal Employment & Procurement requirements, Fair Labor Standards Act, Davis Bacon requirements, Section 3 Plan, Federal & State Reports, Debarment/Contractors Eligibility Requirements; and, s. PROPOSAL CONTENTS The following information must be included in all responses to this Request for Proposals 1 professional experience ofthe individual(s) or firm to provide the requested Engineering, Design, Environmental, Construction Administration Services, Observation, Inspection Services, outlined above, with emphasis on prior experience in state or federally funded infrastructure programs and thorough knowledge of their requirements. Individuals or firms must also provide the following information: a)Legal name offirm, type ofbusiness entity (i.e. proprietorship, partnership, corporation, LLC, etc.), engineers employer ID #, NC License #, mailing address, street address, and telephone numbers, including street location ofoffice that will be handling subject project; b)Name, telephone number, cell phone number, and e-mail address ofthe designated principal project contact; c)Resumes, including all NC Professional Licensure, ofkey employees to be assigned to the project; d)Current company brochure, if available. Describe how the firm is prepared to be responsive to local preferences. Include any special knowledge ofthe existing infrastructure and infrastructure needs in the Town of Bryson City; e)Prior Engineering experience to include types ofservices and program activities; f) Hourly fee schedule to include all overhead, travel, communication, printing, postage and miscellaneous expenses; 2)Location list (dated) ofprevious state and federally funded projects and other related experience. Provide written references where available. 3)Management & Staffing: Describe in detail the management plan to be used and proposed staffing configurations. This will include a detailed project schedule illustrating start and completion dates for all milestone tasks. 4)For the purpose of evaluation, the Engineer is required to provide a proposed hourly rate for each project team member, both existing and new hires. The hourly rate must include direct labor, fringe benefits, indirect costs, expenses and profit. Fees will not be the sole criteria for selection. CRITERIA FOR EVALUATION/AWARDS Proposals will be reviewed and evaluated, and a recommendation will be forwarded to the Mayor and Town Board ofAidermen, subject to negotiation of fair and reasonable compensation. Engineers will be notified by email of the Towns selection. 1. The following factors will be used in evaluating Engineers proposals and awarding of contract: a.Work Plan/Technical Approach/Understanding of Program Detail of proposal, specific work products identified, understanding ofstate and federally funded infrastructure grant programs. (25 points); b.Experience ofFirm Past involvement offirm with state and federally funded infrastructure programs, and other similar/allied programs. References ofpast involvement and resumes of key staff(25 points); c. Qualifications of Staff, professional and non-professional, assigned to Project/ Work Management Plan/Experience of Proposed Personnel Identification ofstaff assignments, NC Licensure, roles and responsibilities. Identification ofstaff experience with similar infrastructure projects (25 points); d. Understanding ofArea Responsiveness of firm to elements in RFQ, familiarity with the projects geographic area, and familiarity with existing systems and system needs (25 points); 2. Proposals will be solicited from all qualified firms wishing to be considered. All proposals received by the deadline and prepared in accordance with the proposal instructions will be reviewed in accordance with the previously listed criteria. The Town of Bryson City will select the engineering firm best qualified to perform engineering services for the funded program and negotiate appropriate compensation for services desired, including a final lump sum price.
