The successful contractor will be responsible for labor, equipment, and materials used. Contractor will work collaboratively with Environmental Services Plant Maintenance and Operations Teams to apply best practices and determine most cost-effective solutions. These on-call services are intended to provide response capabilities to unforeseen equipment failures, routine maintenance needs, and scheduled upgrades or repairs, minimizing downtime and ensuring compliance with regulations. Responses will be reviewed and rated in accordance with the criteria included in this document. GENERAL REQUIREMENTS The services to be provided under this contract are for routine and emergency evaluation, repair, replacement, or installation of piping and equipment associated with water supply, treatment, distribution, and wastewater collection, treatment, and disposal systems. Services to support maintenance and upkeep of site facilities is desired. o Maintenance and Repair: Routine and emergency maintenance, repair, or replacement of all equipment, piping, and structures associated with water supply, treatment, distribution, and wastewater collection, treatment, and disposal systems. o Emergency Response: Immediate response (typically within 2 hours) to critical failures that could impact service delivery or public health. o Consultation: Professional advice on system upgrades, efficiency improvements, and long-term maintenance planning. o Availability: 24/7 availability for emergency services, with regular scheduled maintenance available during standard business hours. o Safety and Compliance: Adherence to city, state, and OSHA safety standards, and state and federal regulations pertaining to water production and wastewater treatment. Failure to do so could result in your bid being deemed non-responsive. PRICING Bidder proposes to furnish and deliver items ordered from this bid F.O.B. Olathe, Kansas at the unit pricing Bidder provides in response to this IFB. Bidders shall enter unit pricing on website where indicated. By submitting a bid, Bidder signifies that they have read all bid documents. Failure to provide any requested information may result in rejection of your bid. QUALIFICATIONS Bidders shall submit with their bid information establishing their qualifications to perform the type of work requested in this IFB. The information provided shall be clear, concise, and specific to the needs and conditions of the type of work outlined herein. The submittal shall include the following information and shall be uploaded to http://app.negometrix.com as a single PDF file: o Firm overview, including years in business and safety record. This information shall be limited to one (1) page. o Resumes for lead cost estimator and key team members. This information shall be limited to a total of two (2) pages. o On-call construction experience servicing municipal utility customers, including at least three (3) examples. Experience should be similar in scope and nature to such work described in this IFB. This information shall be limited to a total of three (3) pages and shall include: o Utility, location, and general description of work completed. o Reference information. CONTRACT TERM The initial term of this contract will be for one (1) year from date of award with annual review. The City reserves the right to extend the contract annually for up to five (5) years under the same terms and conditions provided such extensions are mutually agreeable to the City and the vendor and if funds are available to support the continuation of the contract. PRICE AGREEMENT This shall be an open service contract. A price agreement will be issued to the successful bidder(s), allowing authorized City of Olathe departmental personnel to order actual services, as they are required. As needs are determined throughout the contract period, requests for pricing will be submitted to the contractor by phone or email the contractor shall provide pricing, on a time and materials basis, to City personnel within 10 business days of the request. Pricing shall be determined using the unit pricing submitted by the contractor in response to this IFB. Pricing shall also include all warranties, travel, shipping, freight, surcharges, and handling costs. EVALUATION CRITERIA The award will be made to one (1) or more qualified, responsive and responsible bidders. Bids will be evaluated on the basis of responsiveness of bid, price, experience providing like work, past contractor performance, quality of product, payment terms, references, and the bid being in the best interest of the City of Olathe, all factors being considered. The City reserves the right to award this bid in whole or in part.
