THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This market research tool is being issued for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, implied or otherwise, to issue a solicitation or ultimately award a contract. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this notice. This Sources Sought notice is being used as a market research tool to determine the availability and adequacy of potential qualified small business sources prior to determining the method of acquisition and issuance of a request for proposal/solicitation. NAVFAC Atlantic is seeking to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) businesses, SBA certified HUBZone businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB), or SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) with the capacity, experience and interest in competing for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) Services. Projects will be primarily in the NAVFAC Atlantic Area of Responsibility Worldwide. Should a solicitation be developed upon completion of market research, a combination Firm Fixed Price, Indefinite Delivery-Indefinite Quantity (FFP/IDIQ) type contract is anticipated with a base period of up to 12 months with a potential of four (4), one-year option periods, which cumulatively will not exceed sixty (60) months. The anticipated aggregate total of work to be issued over the life of the contract via task order shall not exceed the estimated maximum amount of $80 million. The Method of Contractor Selection has not been determined at this Time.
