The Town of Thomaston is soliciting proposals from qualified landscape designers to prepare a design for Thomaston Green Park, an expanse of 11+ acres. The park design will incorporate the features recommended by the Thomaston Green Park Ad Hoc Committee (see attached document) and will enhance the park's suitability as the central element in the Town's network of interconnected parks and trails. Proposal: No oral, email or telephone adjustments to proposals will be considered. By submitting a proposal, the applicant agrees to all applicable provisions, terms and conditions associated with this RFP, which may become part of the resulting contract. 4. Evaluation: The proposal shall be evaluated by the Town's designated steering committee and then sent to the Select Board for consideration on December 9, 2024. Evaluations will be based equally (20% weight on each criterion) on the following criteria: a. Qualifications and experience of staff to be assigned to project. b. History of firm in projects similar to this one. c. Ability of the firm to complete the project on schedule. d. Cost of completed work. e. Firm's understanding of and approach to the project. 5. Incomplete or late proposals: Proposals that do not specifically address each item on the evaluation criteria may be rejected. Proposals that are submitted after the deadline will be rejected. This Scope of Work summarizes the tasks and the required products of the project. The description of the task is provided to clarify the nature of the work that is expected to be performed by the selected consultants. Statement of Intent In Thomaston's annual meeting of June 14, 2023, town citizens voted to establish, in perpetuity, Thomaston Green Park on the former Maine State Prison property. Since removal of the prison complex two decades ago, the Park has become a prized community asset with its spacious grounds and expansive views of the St. George River. Improvements over the past dozen years have included pathways, tree-lined allees, a gazebo, granite benches, a bicycle rack, historical placards, and a youth soccer pitch. In August 2023, the Thomaston Select Board established the Thomaston Green Park Ad Hoc Committee to make recommendations for the future of this high-value community open space. The committee delivered its recommendations to the Select Board in August 2024, and the committee and Select Board workshopped the recommendations in September. A comprehensive design for Thomaston Green Park is needed to coalesce, embody, support, and encourage the Town's vision for the park. The design will also support fundraising for park improvements and would be a critical piece of the conservation easement for the park that the Town wishes to negotiate with the Georges River Land Trust as directed by Town voters in June 2024. For these reasons, the design is needed by April 2025. Secondarily--since Thomaston Green Park is not only a stand-alone park but the intended centerpiece of the Town's network of parks and trails Town (see the Thomaston Parks and Recreation Trails Master Plan of 2022)- the Scope of Work will include one or more sketches of the park-and-trail network suggesting how the beauty, utility, and identity of the entire network might evolve along with the park itself. Completion of work within four (4) months of notice to proceed. The method of Contractor Selection has not been Determined at this time.
