The Biloxi Housing Authority (BHA) is seeking qualifications from Architectural and Engineering firms that have knowledge and experience in all areas of construction and modernization of residential and commercial type buildings specifically in the multifamily low-income market such as HUD funded and Low Income Housing Tax Credit programs. Our plans include, as needed interior and exterior renovations to our existing stock of rental units and other buildings. The firms shall be able to provide capital improvement consulting services, surveying services, landscape design and environmental services for existing properties. The A&E firms will be required to demonstrate their knowledge and experience in all facets of infrastructure, structural, electrical, mechanical and environmental in the modernization of multifamily housing and support offices. Our typical task orders will be for writing scopes of work, specifications and preparing bid documents for repairs to units due to Fire, Termites and Water Damage. Proposals will be evaluated according to the following factors: 0-25 points, Evidence of firm's ability to perform the work, as indicated by profiles of the principals and staff's professional and technical competence and experience and their facilities. (Renovations and Repair work is the focus of this competence and experience section.) 0-25 points, Capability to provide professional services in a timely manner taking into consideration the physical location of firm and availability of staff. 0-25 points, Demonstrate knowledge of local building codes and familiarity with low rent public housing or other affordable housing programs. Include specific examples of renovations and modernization projects of public housing properties. 0-15 points, Past performance in terms of cost control, quality of work and compliance with performance schedules. Include specific examples of value engineering and cost control measures for similar projects. 0-10 points, General response to the RFQ.
