The Town of Concord is evaluating dredging as a potential opportunity to improve ecological conditions and recreational capacity at Warner's Pond. The Town has had 100% dredging plans developed to dredge 35,800 CY of sediment, and to dispose of the sediment at 974 Barrett's Mill Road. These conditions are shown on the attached plans titled Town of Concord, Warner's Pond Restoration Project, 100% Design plan Set, Concord Massachusetts, prepared by EA Engineering, Science and Technology, Inc., PBC, dated August 2022. Any details in that plan set depicting placement of dredged sediment at the 974 Barrett's Mill Road location are not considered part of this RFI. A new final disposal location will be used instead. Due in part to the high cost of trucking and challenges to efficient sediment disposal at the proposed location at 974 Barrett's Mill Road, the Town is reevaluating the final disposal location, and is also evaluating additional dredge volumes. It should be noted that the dredging plans indicate a maximum dredge depth of 9 feet and the Town is now considering dredging to a maximum volume of 12 feet. The new disposal location under consideration, which will also be used for dewatering dredged material, is the 10.7-acre field between Route 2 and the Bruce Freeman Rail Trail, west of the Concord Rotary (the "North Field", 431 Commonwealth Avenue, see Attachment 1). The Town is seeking cost estimates for three options for dredging and disposal at this location. A 30-inch reinforced concrete pipe conveys stormwater flow through the North Field and consideration for protection of this pipe must be included (see Attachments 2 and 3). Two monitoring wells are located in the North Field and consideration for their protection must be included (see Figure 3 of Attachment 1). All dredge plan options assume that: Topsoil (mean depth approximately 1.3 feet) will be removed from the North Field prior to placement of dredged material, and stockpiled in the south field across the Bruce Freeman Rail Trail (28A Union Turnpike). The North Field volume is estimated to be approximately 49,500 yards following removal of topsoil at an approximate mean depth of 1.3 feet. Following topsoil removal, the volume of this field removed of topsoil will be available for sediment dewatering and disposal, including sediment and erosion control, dewatering, and equipment and infrastructure installation and access. Approximately 6 tons of material in the dredge area is assumed to be contaminated with arsenic, requiring offsite disposal, for all proposed dredge options. Post dredging, site restoration isrequired. Restoration includes the spreading of a minimum of 6 inches of topsoil back onto the North Field and seeding to stabilize. Assume any staging areas needed for work in the North Field will be located to the south of the Bruce Freeman Rail Trail, in the south field. This award is solely for cost estimating services; the Town will not be awarding a contract for any actual dredging construction under this Request for Information (RFI). The three dredging plan options under consideration are: 1. Base Bid: Dredge 35,800 CY from the pond (to a depth of 12 feet), create a wetland shelf in the pond with 4,470 CY of dredged sediment, dewater and place 32,000 CY of dredge material at the North Field after the topsoil has been removed and stockpiled. Replace at least 6 inches of topsoil in the North Field and seed to stabilize. 2. Add Alternate 1: Excavate 45,530 CY of the North Field subsoil, truck this material to 2229 Main Street. Dredge 50,000 CY of sediment from the pond (to a depth of 12 feet), dewater and dispose of 45,530 CY this material in the North Field. Replace at least 6 inches of topsoil in the North Field and seed to stabilize. 3. Add Alternate 2:Excavate 95,630 CY of the North Field subsoil, truck this material to 2229 Main Street. Dredge 100,000 CY of sediment from the pond (to a depth of 12 feet) dewater and dispose of 95,630 CY this material in the North Field. Replace at least 6 inches of topsoil in the North Field and seed to stabilize. The award to develop cost estimates will go to the responsive and responsible vendor offering the services for the lowest quoted price. The Town of Concord reserves the right to make any inquiries regarding this prospective service.
