DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24625Q0173 In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2) this Request for Information is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. PURPOSE: Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for construction services to complete the attached scope of work. The work site is main building 500 located in the Central Virginia VA Health Care System (CVHCS), formerly Hunter Holmes McGuire VA Medical Center, at 1201 Broad Rock Blvd. Richmond, VA 23249 for the Renovate SPS OR Vertical Transport | Project # 652-17-103. In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO 6 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. NOTE: A set-aside category has not been determined. The information compiled by this sources-sought will be used to make the determination on the best procurement strategy for this requirement based on the current market. PROJECT DESCRIPTION: The Central Virginia VA Health Care System (CVHCS), is seeking a General Contractor to install two (2) new dumbwaiters to completely service multiple floors in the Main Building 500. At the very least, it will require modification of existing structure to accommodate the new dumbwaiters and modification of existing and/or install new structure, electric power, lighting controls and HVAC needed to have fully operational dumbwaiters travelling between the basement and the 3rd floor of the facility. ADMINISTRATIVE: The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. VAAR 836.204 Disclosure of the magnitude of Construction projects: Between $2,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this action is 238290 with a size standard of $22.0 Million. The duration of the project is currently estimated at 365 calendar days from the issuance of a Notice to Proceed. However, the results and analysis of the market research will finalize the determination of the procurement method.
