The Osage Nation is seeking qualifications for orphaned well plugging services related to historic oil and natural gas production in Osage County, Oklahoma. Osage Preference will be applied in awarding the contract. The Osage Nation reserves the right to reject any and all responses. Question Deadline 02/05/2026 All questions regarding this project shall be submitted in writing to: Ashley Lockett ashley.lockett@osagenation-nsn.gov or 111 John Dahl Pawhuska, OK 74056 The Contractor(s) will provide services as related to the plugging of orphaned wells as per the capabilities of their company. The Contractor will also be responsible for remediation of the surface area directly adjacent to the well pad. The contractor shall quantify methane emission rates or document methane non-detection through a screening process described in the attached Department of Interior Federal Orphaned Wells Program Methane Measurement Guidelines. The Contractor shall follow federal regulations described in 25 CFR Part 226 and standards described in the Bureau of Land Management's Onshore Oil and Gas Order No. 2 Section III.G for plugging orphaned wells. Contractors shall plug and fill orphaned wells in a manner to confine the fluid in each formation bearing fresh water, oil, gas, salt water, and other minerals, and to protect it against the invasion of fluids from other sources. Please submit your company's qualifications and costs for services to perform well plugging activities in Osage County, Oklahoma. The Osage Nation will utilize Owner Direct Purchase (ODPI) for this project. The General Contractor and all Subcontractors on this project will be required to utilize and comply with the latest applicable Davis Bacon Federal wage determination ("prevailing wage"). Proposals should be submitted in the format outlined in this RFP per Section 4 and should be a complete response to this RFP. Osage Nation reserves the right to waive any formalities or to reject any and all proposals. No proposal may be withdrawn for a period of 30 days after submission. All proposals and related material become the property of the Osage Nation
