The City is requesting Statements of Qualifications ("SOQ") regarding professional services across various disciplines including General Engineering, Stormwater Drainage Design, Water/Sewer Utility Design, Rightof-way/Property Services, Landscaping Design, and Construction Materials Testing & Special Inspection as more fully defined in this RFQ . The City's website will be updated with addenda, additional reports, or other information relevant to the RFQ. It is the sole responsibility of all plan holders, whether they have received digital downloads or paper copies of the plans and specifications, to periodically check for addenda that may have been posted on the City's website. 1. Purpose The City is soliciting this Request for Qualifications ("RFQ") from experienced and qualified firms to provide on-call professional services, as described more fully herein, for future projects. This RFQ aims to establish a list of pre-qualified firms to support the City's infrastructure development and improvement efforts. This RFQ provides interested firms with the necessary information to prepare and submit their qualifications for consideration. The list of approved firms established by this RFQ shall not serve as an exclusive list of firms for the described scope or for all projects proposed by the City; the City may, at its sole discretion, issue a project-specific RFQ due to project scale, funding requirements, or other future considerations. Firms selected through this RFQ process will be eligible to submit proposals for specific projects over the next several years. The submitted Statement of Qualifications ("SOQ") will be in the City's unranked alphabetical list of firms for a period of three (3) years, with the option to renew for an additional two (2) years at the City's discretion, for a possible full term of five (5) years. Please note that being on the list of firms does not obligate the City to enter into an agreement ever, nor does it guarantee that a project exists for that service, now or in the future. As projects arise and as funding becomes available during the three- to five-year period, SOQs will be reviewed, and the project will be assigned to a firm on the City's SOQ short list by the Director of Public Works or designee. There is no expressed or implied obligation for the City to reimburse responding firms for any expenses incurred in the preparation of an SOQ in response to this RFQ. The City reserves the right to increase or decrease the scope of work related to projects outlined in this RFQ, after firms are selected, to accommodate changes in the needs of the City and to serve the best interests of the City. 2. About the City of Aledo The City of Aledo is situated just west of Fort Worth, offering a fast-growing community with the charm of a small-town environment and the convenience of city amenities. Aledo boasts scenic views and a welcoming atmosphere, making it an attractive place for both residents and businesses. As the population continues to grow, so does the demand for robust infrastructure and public services. The City is actively planning and undertaking projects to enhance its infrastructure, including the construction of new facilities, improvement of parks, and other initiatives aimed at increasing the quality of life for its residents. To maintain and elevate the City's high standards of utility service and overall livability, the City is seeking qualified professional services for various upcoming projects. These projects are designed to support the City's expansion and to ensure sustainable development while preserving the community's unique character and appeal. 3. Inspection of Documents RFQ documents may be obtained in person from Aledo City Hall, 104 Maverick Street, Aledo, Texas 76008, or downloaded at website. RFQ documents will be ready for pickup on and after November 8, 2024. The City's website will be updated with addenda, additional reports, or other information relevant to the RFQ. It is the sole responsibility of all plan holders, whether they have received digital downloads or paper copies of the plans and specifications, to periodically check for addenda that may have been posted on the City of Aledo website. If a firm does not desire proprietary information in the SOQ to be disclosed, it is required to identify all proprietary information in the SOQ. This identification will be done by individually marking each page with the words "Proprietary Information" on which such proprietary information is found. If the firm fails to identify proprietary information, it agrees that by submission of its SOQ, those sections shall be deemed nonproprietary and made available upon public request. Firms are advised that the City, to the extent permitted by law, will protect the confidentiality of their SOQ. Firms shall consider the implications of the Texas Public Information Act, particularly after the RFQ process has ceased and a contract has been awarded. While there are provisions in the Texas Public Information Act to protect proprietary information, where the firm can meet certain evidentiary standards, please be advised that a determination on whether those standards have been met will not be decided by the City of Aledo, but by the Office of the Attorney General of the State of Texas. In the event a request for public information is made, the City will notify the firm, who may then request an opinion from the Attorney General pursuant to Section 552.305, Texas Government Code. The City will not make a request of the Attorney General on the firm's behalf. 4. Inquiries Bidders should submit all inquiries and/or questions concerning this RFQ to the person identified on the Notice to Bidders by Monday, November 25, 2024, at 5:00 P.M. Questions that result in changes to the RFQ will be answered in writing and copies distributed to bidders of record in the form of an addendum. 5. Withdrawal of Qualifications A representative of the firm may withdraw their SOQ at any time prior to the RFQ submission deadline, upon presentation of acceptable identification as a representative of such firm. 6. Scope of Services The approved firms shall provide a full-service team, for one or more of the categories shown below, including all required sub-specialties to provide a complete design or final study, including, if applicable, contract documents and specifications suitable for bidding purposes. Each future project will encompass one or more of the following categories of work. Detailed below is a list of professional services the City may require at any point in time. The purpose of the list is to provide a full scope of potential services that firms may specialize in: General Engineering o Plan review for new construction, permitting, and planning, and other related items. o General municipal engineering services include, but are not limited to, onsite, telephone, and e-mail consultation. o Meet with representatives of area municipalities, Parker County, NCTCOG area, and district representatives of TxDOT when needed. o Attend staff, City Council, and Planning/Zoning meetings when needed. o Assist in water and sewer operational issues. o Provide general infrastructure and development process information to potential developers. o Update water, sewer, zoning, and street maps when changes are made. o Update engineering design standards. o Other assignments as agreed. Stormwater Drainage Design o Develop construction plans and bid documents for drainage infrastructure improvements, including new construction, repairs, expansions, and extensions of surface drainage and underground systems. o Design work may include geotechnical and subsurface utility investigation and documentation of as-built conditions, topographic and boundary survey, hydraulic and/or hydrologic modeling, and conduit sizing. o Other assignments as agreed. Water / Sewer Utility Design o Develop construction plans and bid documents for municipal utility infrastructure improvements, including new construction, repairs, expansions, and extensions of water supply, sanitary sewer, lift stations, water storage facilities, wastewater treatment plant, pump stations, and supporting systems. o Design work may include geotechnical and subsurface utility investigation and documentation of as-built conditions, topographic and boundary survey, hydraulic modeling, and conduit sizing. o May include the Wastewater Treatment Plant. o Other assignments as agreed. Right-of-Way / Property Services o Right-of-way and property services include research, assessment, appraisal, and acquisition services for public right-of-way, easements, and City property expansion and acquisition. o Tasks may include boundary survey, public records research, property and building appraisal, third-party negotiation, title services, real estate transactions, property inspections, and other related services. o Other assignments as agreed. Landscaping Design o Landscaping design projects include development of conceptual exhibits, construction plans and bid documents for improvements and expansion to landscaping, medians, parks and park amenities, open space, signage, monuments, historic preservation and restoration, pond(s), and irrigation systems. o Other assignments as agreed. Construction Materials Testing & Special Inspection o Construction materials testing involves testing soils and construction materials (i.e., masonry, concrete, structural steel, welding, asphalt, soils) for various physical properties generally related to quality assurance and suitability for constructing various improvements. o Special Inspection involves the observation of various construction methods related to the materials listed above on either continuous or periodic basis, as requested by the City. o Firms submitting to this category are required to participate in a regional, state, or national laboratory accreditation and proficiency program, and should include proof of participation in their SOQ. o Other assignments as agreed. 7. General Information All submittals shall become the property of the City of Aledo and shall not be returned. The City reserves the right to accept or reject any or all qualifications and to accept only those qualifications that are in the best interests of the City. The City may re-solicit for Qualifications as it shall deem to be in the best interest of the City of Aledo. The City reserves the right to award a single contract or multiple contracts by sections listed in the Scope of Services. Upon submission, all documents included with the SOQ become property of the City and the City reserves the right to retain all responses and use the same; provided, that any re-use of the firm's SOQ for a specific purpose without the firm's written permission will be at the City's sole risk and without liability or legal exposure to the firm. Submission of a response indicates acceptance by the firm of the conditions contained in this RFQ, unless clearly and specifically noted in the response and confirmed in the contract between the City and the firm selected. Each responding firm (including sub-consultants) certifies by submission of their qualifications that neither it nor its principals are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal, state, or local department or agency. The selected firm(s) may not assign their rights or duties under an award without the prior written consent of the City of Aledo. Such consent shall not relieve the assignor of liability in the event of default by its assignee. Respondents must possess the required professional license(s) to practice in Texas. 8. Response Instructions A. Required Information a. Cover Sheet: Identify the firm, principal-in-charge of submitting the SOQ and scope of services lead. b. Firm Overview: Provide a short overview of your firm (including all subconsultants). c. Key Personnel: Include resumes for key personnel with their roles and responsibilities. d. Project References: Provide information for each category of work to at least three (3) projects completed by the firm (or team) in the last five (5) years. Indicate which category or categories of work the project is related to and describe: duration and year of completion; overall scope of the project; approximate budget; location and project owner; the scope of work performed by the firm; your firm's direct client (if different than project owner); contact name; title; employer; and telephone number and email. e. Prior or Pending Litigation: the firm must include in its SOQ a complete disclosure of: (i) any prior or ongoing allegations of substantial contract failures; and (ii) all civil or criminal litigation or investigations that involve the firm, including, without limitation, all civil or criminal matters in which the firm has been adjudicated guilty or liable during the ten (10) year period immediately preceding the date this RFQ was issued. f. Conflict of Interest Questionnaire (CIQ Form): Effective January 1, 2006, Chapter 176 of the Texas Local Government Code requires that any vendor or person considering doing business with a local government entity disclose in the Questionnaire Form CIQ, the vendor or person's affiliation or business relationship that might cause a conflict of interest with a local government entity. By law, this questionnaire must be filed with the records administrator (or designee) of the City of Aledo not later than the 7th business day after the date the person becomes aware of facts that require the statement to be filed. See Section 176.006, Local Government Code. A person commits an offense if the person violates Section 176.006, Local Government Code. An offense under this section is a Class C misdemeanor. g. Insurance: All firms must submit proof of insurance with their SOQ in compliance with the City's insurance schedule attached to the RFQ. Proof shall be by submission of copies of current policies or current Certificates of Insurance, including the effective dates of coverage. h. The SOQ shall be limited to a maximum of ten (10) pages per category and an overall maximum of fifty (50) pages. Any included table of contents, divider pages, resumes, and project references will count towards the total page count. The cover sheet, front and back covers, CIQ form, and certificate of insurance will not count towards the total page count. A CIQ form and proof of insurance is required as part of this submittal to be considered for work with the City of Aledo.
