The Purchasing Agent reserves the right to reject any or all bids if, in their sole judgment, the best interest of the Town of Franklin would be served by so doing. The work consists of furnishing all labor, materials, equipment, and incidentals required for construction of the Fisher Street Water Treatment Plant Upgrade. The work includes all process and related mechanical upgrades, civil and site work, plumbing and HVAC improvements, and expanded SCADA, existing SCADA upgrade and electrical systems. Demolition of existing ozone generation and storage equipment. 2. Demolition of existing ultrafiltration membrane treatment equipment from the existing water treatment plant building. 3. Demolition of existing ultrafiltration membrane treatment chemical cleaning equipment and storage tanks from the existing water treatment plant building. 4. Demolition of existing chemical feed systems from within the existing water treatment plant building. 5. Installation of two horizontal pressurized greensand media vessels for the removal of iron and manganese within the existing water treatment plant building. 6. Installation of new chemical treatment system storage tanks, pumps, and associated equipment within a modified chemical containment area in the existing water treatment plant building. 7. Replacement of HVAC equipment for conditioning of the existing water treatment plant building. 8. Replacement of well pumps and variable frequency drives (VFDs) at the four groundwater wells. 9. Replacement of backwash supply pumps and associated process piping. 10. Construction of a GAC Treatment Facility as an addition to the existing water treatment plant building. Equipment to be housed within the GAC Treatment Facility includes, but is not limited to, two pressure GAC vessels and ancillary valves and piping, finished water chemical dosing equipment, electrical equipment, and HVAC equipment. 11. Piping modifications within the existing water treatment plant Building including connections for the washwater supply, filtered water, and treated water to the existing clearwell. 12. Raw water piping modifications within the existing water treatment plant building. 13. Expanded SCADA system. 14. New flow meters at Well No. 2, 2A, and 2B. 15. Yard work including new paved roadways and parking area, water mains, sanitary sewer, storm drains, site lighting and electrical distribution system modifications.
