NRWD Interconnect Question Deadline 12/03/2024-Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered. The Project includes the following Work: Contract No. 1 - HDPE Pipeline Construction a. No. 1-6-inch HDPE Transmission Pipeline Construction: Construction of rural water pipelines consisting of furnishing and installing the following approximate quantities: 900 feet of 1-inch DR 7 through 2-inch DR 11 IPS poly pipeline, 68,000 feet of 6-inch DR 13.5 IPS poly pipeline, 800 feet of 1-inch DR 7 through 2-inch DR 11 poly directional bores, 9,000 feet of 6-inch DR 13.5 IPS poly directional bores, one (1) cased railroad bore consisting of 6-inch DR 13.5 IPS poly pipe encased in 10-inch steel casing pipe, eleven (11) tie-ins to existing system, three (3) gate valves ranging in size from 2-inch to 6-inch, three (3) replacements of existing curb stop valves, one (1) new residential curb stop, procuring, transporting, and placing imported backfill material and removal, transporting, and disposal of any excavated material which does not meet backfill material requirements as directed by the engineer, one (1) PRV manhole, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Contract No. 1 - Alternate No. 1 - Lankin Improvements: Construction of rural water pipelines consisting of furnishing and installing the following approximate quantities: 750 feet of 6-inch DR 13.5 IPS poly directional bores, two (2) tie-ins to existing system, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Bids are requested for the following Contract: WRWD - NRWD Interconnect Contracts shall be awarded on the basis of the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner's interest. Owner shall award Base Bid No. 1 and may award Alternate No. 1. The work for each base bid and alternate must be completed no later than the following. Bidder also agrees to complete each bid phase within a continuous number of working days indicated below for each bid phase and alternate. 1. Base Bid a. No. 1 1) Substantial Completion - September 30, 2025 (a) Working Days - 60 Days 2) Final Completion - May 31, 2026 2. Alternate No. 1 a. Substantial Completion - September 30, 2025 1) Working Days - 14 Days b. Final Completion - May 31, 2026 For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders on this work will be required to comply with Title 40 CFR Part 33 - Participate by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bidders are required to comply with Build America, Buy America Act requirements. No pre-bid conference will be held for this project. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, Minor Components Document noted Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday excluding observed holidays between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.
