Site work for a civil project in Whiteville, North Carolina. Completed plans call for site work for a water / sewer project.

The project will consist of the furnishing of all materials, labor and equipment necessary for the installation of approximately 2,060 lf of 8 water main, 1,960 lf of 4 sewer force main, one (1) 4 ft. diameter precast manhole, a new sewer pump station with 6 ft. diameter precast wet-well, two (2) submersible pumps, electrical controls, emergency standby generator and the necessary appurtenances for the project as shown in the project plans and specifications. Question Deadline 12/16/2024, The bidding Contractors are encouraged to provide project related questions to Todd Steele, three (3) business days prior to the pre-bid conference so that responses can be provided during the meeting. Proposals must be made on the blank form provided in the Contract Documents, and must be enclosed in a sealed envelope and addressed to the Mayor, City of Whiteville, North Carolina. The name and address and qualified Licensing Number of the Bidder must be plainly marked on the outside of each envelope. Pursuant to N.C. Gen. Stat. 87-15, by submitting a bid, the Bidder represents that it is appropriately licensed by all applicable Licensing boards for the scope of Work presented herein. Each Proposal must be accompanied by a certified or cashier's check payable to the order of the Owner, City of Whiteville, Whiteville, North Carolina, or a satisfactory bid bond executed by the Bidder and a corporate surety licensed under the laws of the State of North Carolina to execute such bonds in an amount not less than 5% of the bid as a guarantee that the Bidder will within ten (10) days after the date of the Bidder's receipt of the NOTICE OF AWARD of a contract, execute an agreement and file same as required by the Contract Document if his Proposal is accepted. If a Bidder fails to execute and file an agreement, the amount of his security shall be forfeited as liquidated damages. The Owner will award a contract to the lowest responsive, responsible Bidder for this project in accordance with the General Statutes of North Carolina, Chapter 143-128.2. The Owner reserves the right to reject all Proposals of Bidders for any Phase or Division of the project. The Owner further reserves the right to reject the Proposal of any Bidder submitting a proposal which is not responsive to the bid document or the proposal of any Bidder which is found not responsible to carry out the scope and intent of the bid document. The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or of the Contract Document; however, he may waive any minor defects or informalities at his discretion. The Owner further reserves the right to reject any and all Proposals or to award the Contract that is in his best interest. Doc info : The Contract Document for the above work is on file and available for inspection during regular business hours between 8:00 a.m. and 5:00 p.m., Monday through Friday at the following locations: CITY OF WHITEVILLE 317 South Madison Street Whiteville, NC 28472 910/642-8046 Engineering Services, PA 1202 Benson Road, Suite #200 PO Box 1849, Garner, NC 27529 919/662-7272 (a) This General Specification designated as Section 5.0, Fencing, covers the description ofmaterials generally utilized in the construction of boundary fencing and enclosures and the installation of such materials. This General Specifications shall be used in conjunction with the Project Specifications, the General Specifications and with the Contract Drawings. (b) The Project Specifications and the Contract Drawings designate the specific fencing work and its location and the construction methods to be used on the furnishing and installation of Fencing under this Contract. The inclusion of items of material or work within this Specification does not necessarily constitute their use on this Project. (c) Where required, the Contractor shall remove and properly store any existing fencing. After site work, along the existing or proposed fence line, the fencing shall be put back into place or moved to its new location with new fencing and gates furnished as required. Pedestrian gates shall have 4-foot openings. Vehicular gates shall be ofsingle swing type having opening of24 feet, unless otherwise shown on the Contract Drawings. (d) The Contractor shall maintain all fences that are encountered while constructing the project. This maintenance is to include providing temporary fencing and/or gates that will be for the specific purpose of preventing livestock from straying. When work is completed all fencing and gates shall be reconstructed at original location and to equal or better than original condition. (e) The requirements for preservation of property and liability are specified elsewhere in the Contract Documents. Fences which are to remain in place and which have been damaged by the Contractor, shall be repaired at his expense. Where a new chain link fence is to abut an existing chain link fence, the existing posts may be used if they are the proper height. Bracing for end and comer posts shall be provided as specified herein. (f) All clearing and grading for both chain link fences and woven wire fences shall be as per 5.03.2 (a) of this specification. (g) Unless otherwise indicated, where fencing is run at the edge of the facility's property line, the centerline of the posts shall be located nine inches inside the property line; except that where extension arms are ex ended outward, the centerline of the posts shall be 12 inches inside the prcperty line. Fencing which is not run at the edge of the facility's property line shall be located as indicated on the Drawings. Unless otherwise noted, dimensions indicated shall be to centerline of posts. Fence posts shall be installed so as to avoid conflict with property line monuments. Before setting fence posts, the Contractor shall confer with the Engineer regarding the location of property line monuments. (h) Where non-climbable type fence is specified, it shall be as maiufactured by the Cyclone Fence Co., American Fence Co., Chain-Link Fer ce Co. or equal.
