Reference Number : 0000368522 Job Location 83 Greene st North Smithfield, Rhode Island United States 02896 This project consists of repairs to the Mowry Fire Tower structure located off Woonsocket Hill Road in North Smithfield, Rhode Island. In general, the work on Mowry Fire Tower Repairs includes, but is not limited to, the following: 1. Mobilize to the site; establish site access and staging areas. 2. Complete testing of existing materials prior to performing any work: a. Test existing lookout structure paint for lead content. If lead is present, provide all abatement necessary for the proposed work in accordance with State and Federal requirements. b. Test existing lookout structure siding for asbestos content. If asbestos is present, provide all abatement necessary for the proposed work in accordance with State and Federal requirements. 3. Complete removal and disposal of existing materials: a. Wood stair treads, wood floor planks at stairway landings, and chain link fence fabric at stairway landing handrails. b. Lookout structure siding, fascia boards, trim boards, soffits, roof shingles, windows, some areas of wood framing members, some areas of exterior wall sheathing, and associated components as shown on the Contract Plans. 4. Complete repairs to stairway: a. Install new pressure treated wood stair treads. b. Install new pressure treaded wood floor planks at stairway landing platforms. c. Install new chain link fence fabric at stairway landing handrails. 5. Complete repairs to lookout structure: a. Replace wood framing components as shown on the Contract Plans. b. Install new exterior wall plywood sheathing as shown on the Contract Plans. c. Install new fiber-cement siding on all exterior wall surfaces. d. Install twelve (12) new vinyl-clad exterior windows. e. Install new PVC trim on walls, soffits, roof fasicas, and around all openings. Install new perforated vinyl soffits. f. Install new asphalt roof shingles with self-adhered ice and water barrier on entire roof surface. g. Temporarily relocate or temporarily remove, support, and reset existing communications equipment and mounting brackets attached to the structure as required to perform the work. 6. Restore disturbed areas of site; demobilize. 7. All work must be completed on or before April 30, 2025. Questions must be submitted seven (7) days prior to the opening of bids. Written responses may be mailed or emailed to all bidders on record as having received Bid Documents. Add alternate work includes, but is not limited to, the following: repair damaged or missing hot-dipped galvanized coatings on existing structural steel members as directed by the Engineer; install new galvanized steel plank stair treads in lieu of wood stair treads; install galvanized steel floor planks at stairway landing platforms in lieu of wood floor planks; install new metal roofing, in lieu of asphalt shingles, at the lookout structure; replace additional areas of existing exterior wall wood sheathing at the lookout structure as directed by the Engineer; replace additional areas of existing wood framing components at the lookout structure as directed by the Engineer. The Mowry Fire Tower is located approximately 800 feet west of the intersection of Woonsocket Hill Road and Brentwood Drive in North Smithfield, Rhode Island. The existing structure consists of steel lattice tower framing, steel-framed access stairs with wood stair treads and wood floor planks at stairway landings, and a wood-framed lookout at the top of the structure. The total height of the structure, including the lookout, is approximately 70 feet. The base of the structure measures approximately 19-feet by 19-feet. Access to the site is obtained from Woonsocket Hill Road via an existing access road approximately 0.34 miles in length. The entrance to the access road is located approximately 75 feet north of the driveway at 825 Woonsocket Hill Road. The access road is secured by a locked gate. A Bid Bond payable to the Town of North Smithfield in the amount of 5% of the Total Base Bid must be furnished by each bidder. The Proposed Guaranty must be furnished by surety companies authorized/licensed to do business in the Town. The Town reserves the right to retain the surety of all bidders until the successful bidder enters into the Contract or until such time as the award or cancellation of the Contract is announced at which point Sureties will be returned to all bidders by the Town. The successful bidder must furnish a Performance Bond equal to 100% of the Total Base Bid, and any selected Alternate Bids, if included, prior to commencement of construction The successful bidder must furnish a Payment Bond equal to 100% of the Total Base Bid, and any selected Alternate Bids, if included, prior to commencement of construction. No bidder may withdraw their Bid for a period of ninety (90) calendar days including Saturdays, Sundays, and legal holidays after the date of the opening of the Bids. The successful bidder must commence work within ten (10) calendar days of receiving a written Notice to Proceed and must substantially complete all work under the Base Bid no later than Wednesday, April 30, 2025. If Base Bid work is not complete within the specified time frame, the Contractor will be assessed $500 per day (Sundays and legal holidays excluded) for liquidated damages. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in the best interest of the Town of North of Smithfield The Owner reserves the right to omit part or whole of any proposed work to be performed, as described in the Contract Documents, as may be required to maintain the total cost of work within available funds. Materials and supplies used or incorporated in the performance of this contract are exempt from the Rhode Island Sales Tax under the 1956 General Laws of the State of Rhode Island, 44-18-30, Paragraph 1, as amended.
