Nature of Project: 1. General Information. The Wichita Falls Independent School District, ("WFISD") (hereafter called the "Owner") will receive Competitive sealed Proposals for: "Rider Middle School Refresh" (aka "Rider Refresh") (hereafter called the "Project") in accordance with the Drawings, Specifications, and other Contract Documents prepared by BYSParchitects. (hereafter called "Architect") on October 31, 2024. This is a "turn-key" Project. All permits, materials, labor, tools and equipment necessary to complete the Project must be included. This request for Competitive Sealed Proposals ("CSP") Step 1 and Step 2 to select a General Contractor for the Project as provided by Chapter 2269, Subchapter D of the Texas Government Code. The CSP provides the information necessary to prepare and submit Competitive Sealed Proposals for consideration and ranking by the Owner. The Owner may select the Proposal that offers the "best value" for the District based on the published selection criteria and weight of criteria, and on its ranking evaluation. As indicated herein, factors other than price will be considered in making this determination. The Owner may first attempt to negotiate a contract with the selected Proposer. The Owner may discuss with the selected Proposer options for a scope or time modification and any price change associated with the modification. If the board is unable to reach a contract with the selected Proposer, the Owner may formally end negotiations with that Proposer and proceed to the next ranked Proposer in the order of the selection ranking until a contract is reached or all proposals are rejected. 2. Project Description and Scope. WFISD is planning a refresh project at the existing Rider Campus to prepare it to open as Rider Middle School in August 2025. This project includes the following components: A. Limited demolition and removal of equipment; B. Refresh of Painting, Ceilings. Lighting, etc. as indicated on Plans; C. Various Miscellaneous Items included with Contract Documents. Respondents shall restrict its contact with the Owner and direct all questions regarding this RFP, including questions regarding terms and conditions, to the Q&A function within this electronic bidding system, or to purchasing@wfisd.net (all inquiries will be posted to the electronic bid). Do not contact members of the Board of Trustees or any other employee or representative of WFISD. Prohibited contact after issuance of this CSP and before a contract is finalized, may result in disqualification of your proposal. 4. Project Planning Schedule. The Owner desires to select a General Contractor that can provide dependable, high-quality services and a substantially complete the Project by the following date: Substantial Completion: May 31, 2024 ***Bid Event: Hardcopy proposals must be delivered at the time stated herein, in a sealed opaque envelope plainly marked: Competitive Sealed Proposal: "Rider Middle School Refresh" for Wichita Falls I.S.D. RFP 2425-18-S-25" and bearing the name and address of the Proposer. Hardcopy proposal must include ONE (1) original (marked "ORIGINAL") and TWO (2) copies (marked "COPY") of the complete proposal and all requirements. Risk of on-time delivery is that of the Proposer. 2. At the time stated herein, the Proposals (electronic and hardcopy) will be opened, and the names of each Proposer read aloud. Proposals received after the deadline will not be accepted and will be returned unopened to the Proposer (rejected electronic proposals will be marked "disqualified"). Faxed or emailed responses will not be considered. By submitting a response, Vendor certifies to the best of his/her knowledge that all information is true and correct. Scanned signatures are acceptable where PDF files are requested. Responses must be submitted on the forms provided. Only responses received by the date and time specified will be considered.
