The Work is generally described as follows: Furnishing and installing approximately 8,100 feet of 24" Fusible PVC HDD or (30" DR11 HDPE) bores and 14,300 feet of 24" Fusible PVC open cut pipeline. The pipe will be open cut through the floodplain and directionally drilled under all roads, water bodies, and railroads including a 2,950-foot bore under the Missouri River. The pipe will connect to the existing MCWRD water system at the following locations: 24" PVC pipe outside the Williston WTP, 8" PVC pipe west of the Williston WTP, and 24" Ductile Iron pipe manifold in the basement of the existing Lewis and Clark Pump Station. Each bid must be accompanied by the contractor's license and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05. Each Bid shall contain a copy of the Contractor's license or certificate of renewal thereof issued by the Secretary of State. Contracts shall be awarded on the basis of the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner's interest. All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements.
