Project will benefit the users of the Milan Wastewater System. Project is to be constructed under one Contract and will be performed within the corporate limits of the City of Milan. The excavation scope of Work for the project includes the following general items: Provide by open trench excavation methods approx. 2 sewer main point repairs in paved areas, and 9 sewer service lateral piping point repairs in paved and unpaved areas. Replacement of 10 sewer service connections and approx. 120 LF of associated sewer service laterals by open trench excavation methods, in paved and unpaved areas, and new cleanouts as needed. Replacement of 13 manhole frames and covers in paved and unpaved areas. Replacement of 1 existing manhole within pavement of U.S. Highway 45E including excavation, disposal, and connection of existing gravity sewers to new manhole. Miscellaneous items including, but not limited to, sewer flow control, crushed stone backfill in paved areas, pavement repair using infrared restoration process, and traffic control. Work associated with cured-in-place pipe (CIPP) lining rehabilitation or manhole coating rehabilitation for the project is underway and is not included as part of this Excavation Work re-bid. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each Bid. The successful bidder will be required to furnish a Performance Bond and Payment Bod in the amount of their Bid and shall, before entering on the Work of said contract, be licensed as required by the Contractor's Licensing Act of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. The Federal Davis-Bacon Act does not apply to the contract. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. No bidder may withdraw their Bid within (60) calendar days after the date of the opening thereof. City of Milan, Tennessee reserves the right to waive any informalities or to reject any or all bids. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect
