sealed Bids are sought and requested by the Newton Board of Education (hereinafter called "Owner"), for MECHANICAL SYSTEMS UPGRADE AT HALSTED MIDDLE SCHOOL; together with all work incidental thereto, in accordance with Drawings and Specifications prepared by EI Associates, 8 Ridgedale Avenue, Cedar Knolls, NJ 07927. DOE Project#: 3590-060-23-R501 SDA # 3590-060-23-G50B Project Name: HALSTED MIDDLE SCHOOL BOILER PLANT REPLACEMENT. - the newton board of education intends to perform a boiler plant replacement at the halsted middle school. Project Location: 59 Halsted Street, Newton, NJ 07860 Description of Contract: Single Overall Contract. No Bids will be accepted after the time noted above. Bid proposals for the above Contract will be received from Bidders registered with the Division of Revenue and Department of Labor. All Bidders proposing to Bid shall be classified in accordance with N.J.S.A. 18A:18A-27, as to the character and amount of public work on which they shall be qualified to submit a Bid by the Department of Treasury, Division of Property Management and Construction (DPMC). Pursuant to N.J.S.A. 18A:7G-33, bidders shall also be prequalified by the New Jersey Schools Development Authority (NJSDA). Bidders shall submit with the Bid current prequalification certificates issued by both DPMC and NJSDA for one of the following classifications: General Contractor with a DPMC Classification of C008 General Construction, or General Contractor with a DPMC Classification of C009 General Construction/Alterations and Additions In addition, the Bidder is required to submit with the Bid, current prequalification certificates issued to the Bidder or its subcontractor by the DPMC and the SDA, for the following DPMC Specialty Trades: Plumbing: C030 HVACR: C032 Electrical: C047 The Bid Documents have been prepared by the firm, EI Associates, Architects & Engineers, PA. 8 Ridgedale Avenue. Cedar Knolls, NJ 07927. Telephone Number (973) 775-7777. Shipping of Bid Documents to Bidders by the Architect is possible if prearranged and paid for by the Bidder in advance. As Bid security, each Bid shall be accompanied by a certified check or Bid Bond made payable to the Owner, in accordance with the amounts and terms described in the INSTRUCTIONS TO BIDDERS. The Newton Board of Education may waive informalities in Bids in accordance with the law. The Newton Board of Education also reserves the right to reject any and all Bids in accordance with the law. The Bidder and all its Subcontractors named in the branches specified in N.J.S.A. 18A:18A-18 who will perform work on the School Facilities Project must be prequalified prior to the submission of any bids pursuant to the Schools Development Authority prequalification process unless the Contract is in an amount less than the bid threshold pursuant to N.J.S.A. 18A:18A-3. All qualified applicants will receive consideration for employment without regard to age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation or sex. All Contractors and Subcontractors who bid on the project must be registered pursuant to N.J.S.A. 34:11-56.48 et seq. Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq., pertaining to the "Public School Contracts Law" and N.J.S.A. 18A:7G-1, et seq., the "Educational Facilities Construction and Financing Act." All Bidders are placed on notice that they are required to comply with all requirements of the Laws Against Discrimination, N.J.S.A. 10:2-1 et seq. and the Affirmative Action Regulations, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 and provide the appropriate documentation. No bidder who is on the State Treasurer's or Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. Scope:- The work includes replacement of existing H.W Pumps, Heat Exchanger, Expansion Tank, Boiler Feed Tank/Pumps, Boilers, Boiler Flue, HWS/R, and all related appurtenances with new Boilers, Hot Water Pumps, Expansion Tanks, Air Separator, Chemical Pot Feeder/Side Stream Filter, Coupon Corrosion Rack and Condensate Neutralizing Kit, Condensate Trap Assembly and associated appurtenances. Existing abandoned Steam Piping will be removed including ail appurtenances. The existing Air Intake Louver will remain and be restored to accommodate new work. Electrical work required to connect the new equipment, relocation/replacement of Fire Alarm devices and replacement of existing lighting are included. These systems will require integration of the existing control system into the existing B.M.S, work includes but is not Limited to the following: Materials, Equipment, Services necessary for a fully functional and integrated Control System for the site. All associated water and gas piping/ductwork required for the above-mentioned work and associated patching and repair work will be required. All work specified in this Contract shall be complete by August 18, 2025.
