The Shingle Creek Transit and Utility Community Development District (District) is soliciting qualification documents detailing qualifications to provide Construction Manager at Risk Services for the construction of its Odor Control Improvements Project (West Wall Improvements) (Project).' The Work relative to the Project will include pre-construction and construction services relative to the Districts construction and/or installation of a proposed structural 17-foot post and plank barrier wall (which materials the District is purchasing directly from manufacturers/suppliers (material/equipment cost only)) secured with a proposed 30-inch diameter, 20--foot drilled shaft piling foundation, as more particularly described in the 30% design plans prepared by Bentley Group, Inc. enclosed with the Project Manual, which improvements are to be located adjacent to the South Water Reclamation Facility (the Facility) located in Orange County, Florida (the County), and all work associated with these types of activities as set forth in the Request for Qualifications. The County is the owner of the site upon which the Work will be construction and/or installed, and the County has or will grant an easement to the District to complete the Work. The selected Construction Management at Risk firm (CMAR) will provide preconstruction services and function as a General Contractor responsible for competitively bidding trade contracts, all scheduling and coordination of the Project, and the successful, timely, and economical completion of the Project, as more particularly described in the Request for Qualifications Project Manual (RFQ). To be eligible to submit qualification documents (Response), and in addition to any other requirements set forth in the RFQ, an interested firm must: i) Respondent will have constructed three (3) improvements similar in quality and scope with a minimum cost of $5,000,000 each within the last seven (7) years; ii) Respondent will have a minimum bonding capacity of $10,000,000 from a surety acceptable to the District; iii) Respondent has been in business for a minimum of seven (7) years; iv) Respondent is authorized to do business in the State of Florida; and v) Respondent is registered with the County and is a licensed general contractor in the State of Florida. The District reserves the right in its sole discretion to make changes to the RFQ up until the time of the opening, and to provide notice of such changes only to those Respondents who have downloaded an RFQ. The District reserves the right to reject any and all responses, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the Project in phases, and waive minor or technical irregularities in any Response, as it deems appropriate, if it determines in its discretion that it is in the Districts best interests to do so. Any protest of the RFQ must be filed with the District Managers Office within 72 hours of download of the RFQ, together with a protest bond in a form acceptable to the District and in the amount of Fifty Thousand Dollars ($50,000.00). \The successful respondent will be required upon the successful negotiation of pricing relative to the Project to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract (as described in the RFQ), with a surety acceptable to the District, in accordance with Section 255.05, Florida Statutes. General Excavation. 3. Construction of asphaltic pavements. 4. Construction of concrete curbs, ramps, driveways and sidewalks. 5. Installation of storm drainage pipe, structures and facilities. 6. Installation of water pipe, services, and meters. 7. Installation of retaining walls. 8. Installation of rapid flashing beacon, striping, pavement markings, and signs. 9. Installation of lighting poles and arms, switching, conduit, wiring, luminaires, lamps, and ballasts. 10. Landscaping and irrigation. 11. Performance of additional and incidental work as call for by the specifications and plans.
